Position Overview: This position supports the Defense Health Agency (DHA) Disability Evaluation System (DES) Support contract as a Policy Analyst (Senior), Supervisor. This position leads policy research, development, analysis, and integration across the DES and SCAADL programs, supervising the policy analytic staff. The Policy Analyst ensures Military Department compliance with DoD strategic and operational policy and shapes new and revised DoD guidance in direct support of DASD (HSP&O) and the DHA Director.

Job Type: Full-time/Exempt


Location: On-site, Defense Health Agency, Falls Church, VA


Anticipated Start Date: Upon Contract Award (Estimated Augustโ€“October 2026)


Position Responsibilities:

  • Research and compare existing guidance; propose, develop, and staff new or revised DES/SCAADL policy, including packages routed through appropriate DoD staffing channels (e.g., USD(P&R)).
  • Analyze Military Department DES and SCAADL compliance with DoD policies, procedures, and other guidance; identify gaps and recommend courses of action.
  • Support the DES Quality Assurance Program policy framework IAW DoDM 1332.18, Volume 2, and the Physical Disability Board of Review (PDBR).
  • Review program performance against goals and indicators; develop recommended changes to existing processes or new DoD policy.
  • Supervise policy analysts; review work products; deliver briefings and written documentation to senior DoD leaders, the VA, and oversight bodies.
Requirements:


  • 8+ years of DoD or OSD policy analysis/development, including supervisory or team-lead experience.
  • Familiarity with the DES/IDES, SCAADL, and DoDM 1332.18, Volume 2 (or directly analogous health/personnel policy).
  • Demonstrated policy writing, staffing, and stakeholder-coordination skills.
  • Bachelorโ€™s degree required. Must be able to pass an ADP/IT II (non-critical sensitive) background investigation; U.S. citizenship required.

Preferred Skills/Experience:

  • Masterโ€™s degree; prior OSD Health Affairs / HSP&O or Military Department DES policy experience.
  • Experience staffing policy packages through senior DoD review channels.
