Job description

Position Summary:

The Emergency Management Coordinator will lead emergency preparedness and planning efforts for Rice University. This includes management of the emergency operations plan. Assist the Office in setting strategy for drafting, implementing, and revising all emergency plans for the institution. Facilitate planning meetings related to emergency planning initiatives. Assist the department in planning, implementing, and evaluating emergency preparedness training and exercises. Act in a leadership role during emergency operations center activation(s). 

The Emergency Management Coordinator plays a critical role in ensuring the university's resilience through comprehensive mitigation, preparedness, response, and recovery efforts. This position reports directly to the Emergency Management Director.

The ideal candidate for the Emergency Management Coordinator is a proactive, strategic leader who can successfully transition from operational support to independent institutional oversight. They are a skilled facilitator capable of leading multi-departmental planning initiatives and assisting the Office in setting long-term strategies for the development and revision of the Emergency Operations Plan. This individual remains decisive under pressure, ready to assume a command role during EOC activations, and demonstrates a sophisticated blend of technical expertise in drafting plans and leadership in managing training, exercises, and strategic budget decisions. Substantially, they are a forward-thinking collaborator committed to enhancing the university's overall resilience and preparedness.

Workplace Requirements:

This role is classified as an Essential On-Campus Position, requiring on-site presence to effectively carry out its vital functions. During emergencies or crises, the Emergency Management Coordinator is required to report to campus as directed to ensure continuity of critical operations and must remain accessible to leadership to fulfill responsibilities necessary for maintaining institutional functions.

Workplace Location: 

This position is exclusively on-site, necessitating all duties to be performed in-person at the Rice University Main Campus. Schedule may vary to fit the needs of the department and/or campus to include holidays, nights and weekends. Per Rice policy 440, work arrangements may be subject to change.

Annual Hiring Range: $70,000 - $75,000

*Exempt (salaried) positions under FLSA are not eligible for overtime.

Minimum Requirements: 

  • Bachelor's Degree 
    • In lieu of the education requirement, additional related experience, above and beyond what is required, may be substituted on an equivalent year-for-year basis. 
  • Two or more (2+) years of experience in disaster/recovery independent leadership
    • In lieu of the experience requirement, additional related education above and beyond what is required may be substituted on an equivalent year-for-year basis.   
  • Skills: 
    • Solid understanding and in-depth knowledge of safety and disaster/recovery procedures
    • Good verbal and written communication skills, with an ability to influence management to change existing practices
    • Ability to analyze and resolve problems
    • Action-oriented with the ability to make decisions and function effectively in stressful situations

Essential Functions:

  • Develops and maintains emergency response and mass notification software templates, rooms, and operating procedures
  • Develops and maintains contact lists, and other necessary incident response critical documents and web-based document systems
  • Assists in identifying planning teams, coordinating planning meetings, and drafting plans.
  • Assists in exercise design, exercise coordination, developing after-action reviews and managing improvement item list
  • Serves on the Emergency Management Team
  • Assists in developing, and delivering training to members of the Rice community
  • Attends meetings as directed for the purpose of university-level collaboration and coordination
  • Attends meetings external to the university, as directed by RCM leadership, to build and maintain regional EM partnerships
  • Collaborates with incident response team leads to present, resolve, and implement potential emergency management issues
  • Performs all other duties as assigned
