Job Description

Position Overview

TechSur Solutions is seeking aΒ Director/Sr. ManagerΒ to lead and scale the company's federal proposal function. This role is responsible for managing complex, high-value federal proposals from pre-RFP through submission, ensuring compliance, schedule discipline, and high-quality deliverables.

This is a leadership and orchestration role. The individual will manage proposal coordinators, oversee proposal managers, and ensure seamless collaboration across Capture, Solutions, Pricing, and Executive teams.

Key Responsibilities

  1. Proposal Leadership
  • Lead complex federal proposals (IDIQs, BPAs, task orders, GWACs).
  • Develop proposal schedules, compliance matrices, and production plans.
  • Drive color team reviews (Pink, Red, Gold) and executive approvals.
  • Ensure full compliance with Section L/M requirements.
  • Oversee final production and on-time submission.
  1. Team Management
  • Manage and mentor proposal coordinators and proposal managers.
  • Assign roles, manage workloads, and ensure accountability.
  • Build scalable processes, templates, and governance structures.
  • Establish repeatable proposal infrastructure and content management practices.
  1. Strategic Collaboration
  • Partner with CGO, Director of BD Operations, and Capture to support win strategies.
  • Participate in bid/no-bid decisions.
  • Ensure win themes and discriminators are clearly reflected across volumes.
  • Support executive summaries and oral presentations as needed
Qualifications

Required Qualifications

  • 5+ years of federal proposal management experience.
  • Proven success leading large, complex federal proposals.
  • Strong understanding of FAR-based solicitations and evaluation criteria.
  • Experience managing multi-volume and multi-phased proposals.
  • Demonstrated ability to lead proposal teams under tight deadlines.
  • Experience managing proposal staff and cross-functional stakeholders.
  • Experience in small to mid-sized business growth environment.
