Director, Long Haul OSP Program Controls
The Director, Long Haul OSP Program Controls leads the cross-functional organization responsible for contract governance, financial oversight, material procurement and standards compliance for long-haul OSP programs. This role ensures consistency across all projects, drives operational efficiency, and maintains accountability for on-time, on-budget, and standards-compliant delivery.
The Director partners closely with OSP Deployment leadership, Legal, Finance, Engineering, Construction, Supply Chain, and external vendors, while also owning continuous improvement, performance analytics, and risk management across the long-haul portfolio. The Director reports to the Head of Long Haul OSP Deployment.
NOTE: The preferred Location for the role is the Denver Wynkoop Offices (in office several days per week). However, the team may be open to the position working remotely within the United States.
Key Responsibilities
Strategic Leadership & Program Governance
  • Lead and develop the Long Haul Controls team across contract management, CAPEX reporting, procurement, scheduling, and quality compliance.

  • Establish standardized controls, processes, and operating rhythms to ensure program transparency and predictability.

  • Partner with OSP Deployment leadership to define strategic priorities, resource planning, and long term program direction.

Contract & Capital Management
  • Oversee drafting, negotiation, and administration of OSP construction contracts, ensuring alignment with legal requirements and technical specifications.

  • Lead governance on change orders, budget analysis, and program level financial forecasting.

  • Direct monthly CAPEX reporting, ensuring forecast accuracy in partnership with Finance.

  • Manage development and integration of program schedules, KPIs, and performance dashboards.

  • Conduct internal audits to ensure compliance with documentation standards, tracking protocols, and regulatory requirements.

  • Identify program risks, develop mitigation plans, and maintain consistent reporting to leadership.

Performance Reporting & Cross Functional Alignment
  • Provide organization wide visibility into schedules, financial impacts, and risk profiles.

  • Collaborate with PMs, Engineering, Construction, Legal, Finance, and Supply Chain to ensure seamless execution from RFP through project closeout.

  • Maintain clear escalation pathways for contractual issues, schedule deviations, and vendor performance concerns.

Vendor & Stakeholder Management
  • Support vendor selection, contract award decisions, and vendor onboarding.

  • Track vendor performance, ensuring adherence to cost, schedule, and quality expectations.

  • Deliver high quality reporting to internal and external stakeholders with a professional, commercial mindset.

Material Procurement & Supply Chain Leadership
  • Own the end-to-end procurement strategy for major long haul materials, ensuring alignment with project schedules, engineering standards, and capital plans.

  • Define long lead, high risk, and high cost material requirements across programs.

  • Develop forecasting models for key material categories (fiber, duct, structures, handholes, vaults, electronics, etc.).

  • Build strategic supplier relationships; lead quarterly reviews and performance evaluations.

  • Negotiate pricing, volume agreements, delivery schedules, and warranty terms to optimize commercial outcomes.

  • Lead competitive sourcing events (RFPs/RFQs) for large or specialized material packages.

  • Manage inventory levels across warehouses and project sites to balance availability and cost.

  • Resolve supplier quality issues and ensure products meet evolving engineering and construction standards.

  • Integrate procurement milestones into program schedules and reporting frameworks.

Continuous Improvement
  • Drive systemic improvements across tracking tools, contract administration processes, financial controls, and quality management.

  • Analyze recurring issues and implement long term corrective actions to improve the health of the long haul program.

  • Communicate performance trends, risks, and mitigation strategies to leadership to support informed decision making.

Education, Experience & Qualifications
  • Bachelor's degree in Engineering, Construction Management, Telecommunications, or a related technical field; equivalent work experience considered.

  • Business, finance, or project management coursework or degree a plus.

  • Minimum of ten (10) years of experience in telecom, fiber construction, OSP deployment, program controls, or related infrastructure industries.

  • Minimum of five (5) years of leadership experience managing cross functional or program level teams.

  • Proven expertise in contract management, including drafting, negotiation, administration, and change order governance.

  • Strong knowledge of capital planning, CAPEX/OPEX forecasting, financial reporting, and budget management.

  • Demonstrated experience managing long haul or largescale OSP builds, including scheduling, sequencing, and vendor coordination.

  • Deep understanding of material procurement, supply chain operations, forecasting, and logistics for major infrastructure components.

  • Experience with risk management, issue escalation, and corrective action planning.

  • Advanced Excel proficiency and experience with project management systems (e.g., Site Tracker).

  • Proficiency with common productivity tools: Email, MS Office Suite, Google Workspace, and Google Earth.

  • Experience with NTIA or federally funded program requirements (e.g., Davis Bacon, BABA, EA) is a plus.

  • Demonstrated ability to build and maintain standardized processes, governance frameworks, and performance dashboards.

  • Analytical mindset with the ability to distill complex information into clear, executive level insights.

  • Highly organized, with a strong commitment to accuracy, transparency, and accountability.

  • Strong leadership presence with the ability to influence and guide cross functional teams.

Estimated base salary range: $117,000 - $180,000 USD/annually.

The base pay range shown is a guideline and reasonable estimate for this role. It takes into account the wide variety of factors that are considered in making compensation decisions. Actual compensation offered may vary from the posted range based upon geographic location, work experience, skill level, certifications, and other business and organizational needs. Non- sales roles may be eligible to participate in a discretionary annual incentive plan. Sales roles may be eligible to participate in a sales incentive plan.
