The New York City Department of Design and Construction is seeking a skilled, data-driven professional to serve as Director of Administrative Analytics. Reporting directly to the Deputy Commissioner of IT, Data Analytics, and Project Controls, the Director of Administrative Analytics is responsible for leading a team of analysts to collect, analyze, and report on HR, budget, contracting, procurement, fleet, facilities and other administrative related data. They will create and deliver dashboards, develop and maintain recurring and ad hoc reports, and prepare presentations that communicate analytical insights and recommendations to key stakeholders and executive leadership. The Director will also manage and optimize data systems, tools, and platforms; collaborate with other functions and departments to leverage administrative data across the agency; and evaluate and measure the impact of these analytics initiatives and projects.
The successful candidate will bring expertise in HR, budget, contracting, procurement, fleet, and related data systems, advanced analytics, and administrative operations, with the proven ability to design and deliver dashboards, reports, and analytical frameworks that support leadership at every level. This is a unique opportunity to build and scale an administrative analytics capability within a forward-thinking technology and central analytics division committed to using data as a foundation for operational excellence.
This position requires a technology and data manager with a high degree of discretion, professional judgement and a proven commitment to security as the nature of this data is sensitive and sometimes confidential. The position requires working with data and systems that feature information about agency personnel as well as internal agency operations including procedures, job sites, facility attributes, vehicle whereabouts, etc. The preferred candidate will emphasize security and sound judgement surrounding access to these resources, distribution of the products and tools associated, and the technical infrastructure designed to host this information.
Responsibilities
- Lead and manage the administrative analytics team, providing day-to-day supervision, professional development, and strategic direction for a team of analysts.
- Design, develop, and maintain administrative analytics dashboards and reports.
- Serve as the division's primary administrator and subject matter expert for NYCAPS, FMS, and other citywide data systems, ensuring data accuracy, integrity, and compliance with agency and citywide standards.
- Partner with division leadership and the Deputy Commissioner to translate data into actionable insights.
- Develop and maintain a suite of recurring and ad hoc administrative reports for agency leadership.
- Collaborate with the agency's HR, Budget, Contracting, Procurement and Operations offices on reporting requirements, data submissions, and compliance reviews.
- Build and maintain data models, queries, and automated reporting pipelines to reduce manual data handling and improve the speed and accuracy of reporting across the division.
- Ensure all HR analytics activities comply with applicable data privacy, confidentiality, and governance standards, including citywide data policies and agency AUPs.
- Support the development of SOPs and governance frameworks for data management, reporting standards, and analytics workflows across the division.
- Identify opportunities to expand the use of predictive analytics and data visualization tools to advance the Deputy Commissioner's goal of data-driven organizational decision making.
