The Human Capital Office's Systems Learning and Development team is guided by a vision that all staff members across all employee groups will "lead from their seat" to contribute to organizational effectiveness and student success. The district requires a highly strategic and diversified approach to talent and organizational development. The System Learning and Development team guides and tracks learning and development across all employee categories in partnership with professional learning providers across the organization.
The Systems Learning & Development team is committed to facilitating learning and leadership development to cultivate a culture in which effective staff are valued, challenged, and contributing to equity and excellence for all City Schools students. To make this possible, the Director - Systems Learning and Development will manage employee development across the district through tracking learning experiences, setting standards for learning and development, and supporting design and implementation of learning activities across divisions and schools.
Essential Functions
- Ensure the district has a robust, comprehensive vision for staff leadership and management development and lead the work to implement this vision cross-functionally.
- Lead and develop a team of learning professionals and drive results fueled by engagement and strong performance.
- Lead cross-functional efforts to capture and align leadership and management development programming for staff in all roles, ensuring there is a consistent and coherent continuum of opportunities for all staff to grow in "leading from their seat."
- Design, implement, continuously improve, and measure the impact of strategies, initiatives, and programs to improve leadership and management capability at all levels and drive employee engagement and retention for all staff.
- Create and monitor results using key metrics to measure success and effectiveness of learning and development initiatives.
- Implement and deploy innovative talent development strategies, inclusive of contemporary approaches, experiences, operations, performance analytics and evaluation.
- Partner and collaborate with leaders across the organization to identify leadership and management development needs/gaps and define desired outcomes.
- Ensure all aspects of development incorporate and strengthen the district's commitment to racial equity and inclusion.
- Supervise, coach, mentor, and develop staff and partners involved in leadership and professional development efforts.
- Oversee and administer organizational assessments for engagement and culture and support the implementation of results-based and action-oriented interventions and strategies.
- Maintain knowledge of best practices for organizational culture to develop and deliver targeted and effective leadership development and engagement programs and initiatives.
- Prepare and manage budget and grant requests for assigned projects.
- Lead high-level meetings, facilitate decision-making processes, and adapt project plans in compliance with equal employment and nondiscrimination policies, federal laws, state laws, school board policies and professional standards.
Maximum Salary 212063.00
Minimum Salary 118909.00
Desired Qualifications
- Bachelor's degree from an accredited college or university required.
- Ten years of professional work experience.
- Five years' experience managing other adults in a professional setting.
- Five years' experience in developing and delivering professional development in a school district, large human services organization or a comparable organization/company.
- Subject matter expertise in adult learning theory, modern learning practices, adaptive leadership, and best practices for instructional design.
- Experience developing and curating learning experiences for different learning leads and deploying training with diverse modalities.
- Experience assessing needs and developing learning content - instructional design experience is a

This position is affiliated with the City Union of Baltimore (CUB) bargaining union.This position is affiliated with the City Retirement System.In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($118,909 - $151,884)
