Niyam is seeking a proven Senior Director of Business Development to lead capture and business development across our Federal Civilian (FEDCIV) and Department of the Interior / Department of Defense Civilian (DOW) portfolios. This role does not cover National Security. The ideal candidate is an experienced capture professional who has personally driven unrestricted deals above $50M from identification through award. You will own the pipeline, lead capture strategy, and partner with a dedicated proposal management team to take opportunities all the way to submission.

This is a high-impact, high-visibility role with a seat at the leadership table. As Niyam grows, this position is expected to expand with additional direct reports to support the BD function. For now, this is an individual contributor role, and the right candidate will be energized by the opportunity to build something.


Roles and Responsibilities

  • Capture and Pipeline Development
    • Own and grow the FEDCIV and DOW BD pipeline, from early opportunity identification through award
    • Lead capture planning and execution on opportunities over $50M (unrestricted), including competitive analysis, teaming strategy, solution shaping, and win theme development
    • Drive gate reviews and bid/no-bid decisions using structured capture methodology (Shipley BDLC)
    • Develop and maintain customer relationships across target FEDCIV and DOW agencies to shape upcoming requirements
    • Identify and pursue agency task order competitions on Niyam's existing contract vehicles
     Vehicle and Vehicle-Based Task Order Pursuit
    • Leverage Niyam's strong GWAC and IDIQ portfolio to pursue on-contract task orders: OASIS+ SB, OASIS+ HUBZone, GSA MAS (GS-35F-144DA), GSA Polaris, FAA eFAST, NOAA ProTech 2.0 Weather, NOAA MITS, and the CBP ESB BPA
    • Respond strategically to agency task order solicitations on these vehicles, partnering with the proposal team on compliant, compelling submissions
    • Identify new vehicle opportunities and make recommendations on pursuit
    Proposal and Pursuit Support 
    • Actively support proposals through RFP release and submission, including contributing to executive summaries, win themes, and discriminators
    • Collaborate with the dedicated proposal management team on color reviews, compliance, and final production; you lead the strategy, they manage the process
    • Provide capture artifacts (competitive intel, price-to-win guidance, teaming rationale) to support high-quality submissions
     Leadership and Collaboration
    • Partner with Niyam senior leadership and technical practice leads to shape pursuit strategy and solution narratives
    • Represent Niyam at industry days, conferences, and agency outreach events
    • Track pipeline metrics and report regularly to executive leadership on opportunity status, BD investments, and win/loss trends

Required Qualifications

  • 7+ years of federal BD and capture experience with a demonstrated record of winning competitive, unrestricted federal awards over $50M
  • Deep experience executing the full Shipley capture process, including opportunity identification, competitive assessment, teaming, solution development, and gate reviews
  • Proven success responding to agency task order solicitations on GWACs and IDIQs (OASIS+, GSA vehicles, or equivalent)
  • FEDCIV agency relationships and market knowledge; familiarity with DOW agencies a strong plus
  • Ability to own and drive capture independently while coordinating across BD, technical, and proposal teams
  • Strong written and verbal communication skills, with the ability to translate technical solutions into compelling win narratives
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint) and pipeline or CRM tools


Preferred Skills

  • Experience capturing and winning small business set-aside deals in addition to unrestricted competitions
  • Familiarity with Niyam's contract vehicle portfolio (OASIS+, GSA Polaris, NOAA ProTech 2.0, CBP ESB BPA)
  • Shipley training or formal certification
  • Experience using AI-assisted BD tools such as Govdash, Awarded AI, GovEagle, or similar platforms to research opportunities, analyze solicitations, and accelerate capture workflows
  • Background in IT services, cloud, geospatial analytics, or data domains aligned to Niyam's core capabilities
