Job description

Border Bank is seeking an Electronic Banking Manager to join our team. This position has the flexibility to office at any of our current Border Bank locations in Fargo, North Dakota, or Badger, Baudette, Clearbrook, Coon Rapids, Greenbush, International Falls, Middle River, Roseau, or Thief River Falls, Minnesota.
The Electronic Banking Manager leads the Bank's digital banking systems, payment channel oversight, procedures, employee training, and related service delivery. This position ensures digital banking and payment services operate securely, efficiently, and in alignment with the Bank's strategy, customer experience expectations, risk appetite, and regulatory requirements.
Electronic Banking Specialist Key Responsibilities
  • Lead, coach, train, and develop the Electronic Banking team; establish expectations, delegate responsibilities, promote cross-training, ensure coverage, and reinforce service, accountability, sound judgment, and adherence to standards and controls.
  • Lead digital banking projects, implementations, conversions, system enhancements, testing, release management, and change initiatives in coordination with internal departments and vendors.
  • Oversee digital banking system administration, configuration and interfaces, product setup, access support, authentication tools, digital documents/statements, and related customer-facing and internal resource updates.
  • Serve as a subject matter expert for digital banking platforms and related services, including mobile app functionality, bill pay, external transfers, mobile check deposit, digital onboarding tools, and authentication/access controls.
  • Research, resolve, escalate, and communicate complex digital banking issues, customer-impacting events, access concerns, system errors, recurring service issues, and related employee support needs.
  • Oversee payment services within the Electronic Banking area, including ACH, wire-related system access, debit cards, instant payments, digital payment channels, and related operational processes.
  • Support Treasury Management products and services in coordination with the Treasury Management Director and team, including ACH origination, wire templates, Positive Pay, Remote Deposit Capture, implementation activities, and digital channel access.
  • Maintain departmental payment expertise, including NACHA rules, card network requirements, Federal Reserve access expectations, emerging payment trends, and applicable professional certifications or designated subject matter expertise.
  • Maintain risk and control oversight for digital banking and payment functions, including access administration, segregation of duties, dual control, exception monitoring, issue escalation, fraud indicators, corrective action tracking, and supporting documentation.
  • Ensure related policies, procedures, standards, job aids, and control documentation are maintained, reviewed, and aligned with Bank policy, regulatory requirements, audit expectations, and operational practices.
  • Serve as the department lead for audits, examinations, internal control reviews, documentation requests, management responses, and follow-up involving digital banking and payment functions.
  • Maintain effective relationships with digital banking vendors, payment networks, technology partners, and internal stakeholders to support reliable service delivery and issue resolution.
  • Develop, review, and share digital banking and payment reporting, issue tracking, service trends, exception data, and operational metrics.
  • Identify and implement opportunities to streamline processes, clarify ownership and handoffs, strengthen controls, improve customer and employee experience, and enhance work quality.

Electronic Banking Specialist Education and Experience
  • Bachelor's degree in a related field or equivalent specialized training.
  • Minimum of 5 years of banking, digital banking, debit card services, treasury management, payment operations or financial services experience.
  • Accredited ACH Professional certification or similar certification preferred.
  • Management experience preferred.
