At Highway Intelligent Traffic Solutions (HITS), we deliver critical transportation infrastructure throughout Texas, including traffic signals, intelligent transportation systems (ITS), fiber optic networks, roadway lighting, communications systems, and electrical infrastructure.
We are seeking an organized, field-oriented Project Manager who thrives on building strong customer relationships, supporting field teams, and delivering successful projects from start to finish. This role offers a unique blend of office and field responsibilities, requiring someone who enjoys solving problems, collaborating with people, and maintaining visibility on active jobsites.
The ideal candidate is equally comfortable meeting with owners and contractors, reviewing project financials, walking a jobsite with a superintendent, or helping a foreman solve an operational challenge. Position Summary
The Project Manager is responsible for the planning, execution, financial performance, and successful delivery of assigned construction projects.
Working closely with customers, field leadership, subcontractors, suppliers, and internal teams, the Project Manager helps ensure projects are completed safely, on schedule, within budget, and in accordance with contract requirements.
This position requires regular jobsite presence and active engagement with field operations. The successful candidate will develop a deep understanding of project conditions, support field teams, maintain strong customer relationships, and use data-driven tools such as HCSS HeavyJob to monitor project performance and forecast outcomes.
Key Responsibilities
Safety & Quality
  • Promote and support HITS safety standards and a strong safety culture.
  • Participate in safety planning and jobsite observations.
  • Help ensure work is completed in accordance with plans, specifications, and quality expectations.
  • Support continuous improvement initiatives across all projects.

Field Leadership & Project Execution
  • Lead projects from contract award through final completion and closeout.
  • Maintain a strong presence in the field and develop productive working relationships with superintendents, foremen, customers, and subcontractors.
  • Collaborate with field teams to plan work, allocate resources, and achieve project milestones.
  • Identify and resolve operational challenges before they impact schedule, productivity, or profitability.
  • Coordinate materials, equipment, subcontractors, and internal resources to support project execution.
  • Support project startup, pre-construction planning, scheduling, and project closeout activities.

Customer & Stakeholder Management
  • Serve as a primary point of contact for owners, engineers, inspectors, and prime contractors.
  • Build and maintain positive customer relationships through professionalism, responsiveness, and follow-through.
  • Participate in project meetings and communicate project status, risks, and opportunities effectively.
  • Work collaboratively to resolve issues and maintain momentum on projects.

Financial & Project Controls
  • Manage project budgets, forecasts, and overall financial performance.
  • Monitor labor, equipment, material, and subcontractor costs.
  • Review project performance regularly and identify opportunities for improvement.
  • Manage change orders, contract modifications, and project documentation.
  • Support monthly forecasting, revenue projections, and work-in-progress reporting.

HCSS HeavyJob & Operational Management
  • Utilize HCSS HeavyJob as a primary tool for project management, production tracking, and job cost visibility.
  • Review daily reports, labor hours, production quantities, and equipment utilization.
  • Validate field data and ensure timely review and approval of project information.
  • Monitor productivity trends and project performance against budgets and plans.
  • Support company-wide initiatives focused on operational excellence, consistency, and accurate reporting.

Contract Administration
  • Manage RFIs, submittals, change orders, and project correspondence.
  • Review plans, specifications, and contract requirements.
  • Support progress billing, quantity tracking, and project documentation.
  • Coordinate project closeout requirements, including punch lists and as-built documentation.

Qualifications
Required Experience
  • Minimum 5 years of project management experience within heavy civil, transportation, electrical, utility, traffic signal, ITS, roadway lighting, or related infrastructure construction.
  • Experience working with public agencies, municipalities, DOT projects, or similar construction environments.
  • Working knowledge of contract administration, project controls, scheduling, and construction finance.
  • Experience interpreting construction plans, specifications, and technical drawings.

Technical Skills
  • Experience with HCSS HeavyJob required.
  • Experience with HCSS HeavyBid, Bluebeam, Microsoft Excel, and Microsoft Office preferred.
  • Comfortable working with project management, scheduling, and cost-tracking software.
