GENERAL STATEMENT OF JOB
Managing Director for the Development Services Department. Under limited supervision, directs and manages staff personnel and activities within the Development Services Department and provides general oversight and guidance for the City's Developmental Services Department Divisions, which include: Building Permitting & Inspections; Planning & Zoning; and, BTR Business Licensing. These three (3) Divisions oversee the administration of: regulating existing or planned commercial and residential buildings; planning, zoning and redevelopment processes; issuing construction-related permits and business licenses; and, enforcing municipal codes and ordinances. Work involves directing departmental staff to assure current and future development projects and activities protect the public health, safety and welfare, while providing a high degree of customer service. Independent judgement and initiative are required in implementing Developmental Service objectives within the framework of established procedures, administrative principles, published policies and regulations. Considerable professionalism, diplomacy and courtesy are required in frequent oral and written communications contact with City officials, coworkers, outside agencies, and members of the general public. Reports to the City Manager.
ESSENTIAL JOB FUNCTIONS
Supervises and coordinates the activities of subordinate Division Leaders and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions, conducting performance reviews; and arranges for departmental training and orientation.
Ensures coordination of operational activities of the department with other city departments and outside agencies and boards.
Provides managerial and administrative guidance to all Development Services activities and staff and provides staff direction concerning current and future developmental operations, budget, personnel, and related administrative matters. Reviews budget expenditures.
Develops, reviews and makes recommendations related to various documents, including financial and administrative policies, contractual agreements, resolutions and/or ordinances related to the Building Department including studies, reports, and proposals.
Prepares the annual Development Services Department budget, including developing revenue estimates and presentations to the City Commission, public and special groups.
Conducts files research and reviews documents regarding specified functions and daily operations of Development Services for purposes of formally documenting, writing, and publishing Standard Operating Procedures to enhance efficiency, ensure continuity and provide a high level of customer service.
Interacts with the City Manager and other City Directors concerning Developmental Service activities, assigned and on-going projects, and responds to questions in areas of specialty. Interacts with consultants, City Commission, Code Enforcement Board, Planning Review Board, Board of Adjustments, etc.
Reviews all federal, state, and local laws, rules and regulations governing the programs within the department to ensure accuracy in the maintenance of all required reports and records pertaining to the budget, assigned personnel, building standards, code enforcement, planning and zoning, permitting, licensing and assigned projects.
Establishes performance standards for all staff. Evaluates staff through established performance standards and provides guidance, as required; develops and increases staff capabilities through training opportunities or other necessary means.
Serves as a liaison with community and business organizations; provides information concerning available services and programs.
May assist in the management of the (CRA) Community Redevelopment Agency. Responsibilities
associated with implementation of respective community redevelopment plans, include but are not
limited to, day-to-day operations and planning, budgeting, capital acquisitions and financial
control, public relations, real estate negotiations, administering professional service contracts,
and capital planning.
Evaluates the physical needs to the redevelopment areas in terms of public infrastructure, including traffic circulation, pedestrian access, mass transit, drainage, streetscaping, open space, aesthetics, and the like, which requires knowledge of Florida Statutes regarding Community Redevelopment Agencies and Plans.
ADDITIONAL JOB FUNCTIONS
Prepares and delivers oral and written presentations to the City Commission or other
public assemblies, as required.
Assists in preparation of correspondence and prepares referral documentation for other
agencies, as required.
Performs other duties, as required.
MINIMUM TRAINING AND EXPERIENCE
Bachelor's Degree (Master's Degree preferred) in Planning, Urban and Regional Planning or related field with a minimum of six years in the field of planning, to include at least (4) years of direct supervisory experience or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities to supervise and manage personnel and resources at the Director level.
Member of American Institute of Certified Planners (AICP) or ability to attain membership within 12 months of employment..
Computer literacy (word-processing, spreadsheets, reports.)
Possess and maintain a valid State of Florida driver's license.
