JOB LOCATION: Huntsville, Alabama
JOB STATUS: Full-time
CLEARANCE: Secret Clearance
TRAVEL: 15%
We are seeking an experienced Program Manager to lead a portfolio of contracts and Other Transactional Agreements as both the prime and sub-contractor. This role requires a leader who can manage all aspects of program delivery - Statement of Work (SOW)/Performance Work Statement (PWS) development, pricing, contract management, finance management, internal operations, customer obligations, and cross-company collaboration.
The successful candidate will be skilled at developing and executing strategic growth strategies, balancing competing priorities, building trust with customers and across organizational lines, and proactively managing both performance and relationships. This position calls for a decisive leader who can hold firm on expectations, resolve conflicts, and drive outcomes without jeopardizing the strategic partnership.
REQUIRED QUALIFICATIONS / SKILLS
  • Citizenship: Must be a US citizen
  • Clearance: Must have an Active Secret Clearance
  • Education:
    • Bachelor's (or equivalent) with minimum of 15 years of experience. At least 10 years of experience in a program management role.
    • Active Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III / Practitioner certification in Program Management desired.
  • Proficiency in:
    • DoD acquisition, logistics, and sustainment processes
    • Microsoft Office Suite applications (Excel, PowerPoint, Word) and SharePoint.
  • Experience with:
    • A minimum of eight (8) years of experience in U.S. Army supply chain management, with demonstrated relevant experience within the past five (5) years.
    • A minimum of eight (8) years of experience in areas such as business process optimization, strategic sourcing, managing suppliers and subcontractors, financial and cost control, field support, and readiness management.
    • Proven experience in a deputy or assistant program management role on a large-scale defense contract.
    • Experience in managing and tracking Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).
    • Capacity to identify and effectively mitigate program risks.
    • Strong problem-solving abilities and a proactive approach to operational challenges.

PREFERRED QUALIFICATIONS / SKILLS
  • Experience in leading multi-functional teams (e.g., engineers, technicians, logisticians, etc.).
  • Knowledge of industry best practices for quality management, such as ISO 9001:2015.
  • Ability to analyze and interpret complex data for reporting and informed decision-making.

RESPONSIBILITIES
Contract & Program Execution
  • Lead day-to-day personnel and technical management of program deliverables, including all aspects of cost, schedule, and performance.
  • Ensure contract compliance and alignment with all customer requirements.
  • Coordinate the execution of technical efforts across the full scope of customer requirements including but not limited to test and evaluation activities, facilities maintenance/management, test engineering, scientific, and technical services, special studies, and other technical tasks.
  • Proactively identify risks, develop mitigation strategies, and escalate issues when appropriate.
  • Manage financials, budgets, resources, and timelines to ensure successful program execution.

Stakeholder & Relationship Management
  • Communicate regularly and serve as the primary interface between internal customers and Astrion leadership/functional support.
  • Build and maintain effective working relationships with government customers and prime and sub-contractor leadership, ensuring collaboration while protecting company interests.
  • Navigate complex dynamics with professionalism, transparency, and tact.

Leadership & Team Management
  • Lead, mentor, and manage a diverse team, setting clear expectations and fostering accountability.
  • Communicate effectively with executive leadership, providing clear program updates and recommendations.
  • Champion a culture of collaboration, trust, and continuous improvement.

Business Strategy & Growth
  • Develop and execute strategic business growth strategies that align broader corporate strategy and growth initiatives.
  • Identify opportunities for process improvement, innovation, and enhanced performance within the contract(s) framework.
