Job description

Project Introduction 

The Data Management Center (DMC) Application Development and Sustainment project provides enterprise software development, modernization, and data governance support for the U.S. Department of Veterans Affairs (VA) Office of Academic Affiliations (OAA). The program sustains and modernizes a portfolio of approximately twelve custom-built .NET web applications, Microsoft Power Platform solutions, SharePoint sites, SSRS and Power BI reports, and supporting SQL Server databases that enable OAA's health professions education, Advanced Fellowship, and trainee management mission. Work includes migration to the VA Enterprise Cloud (VAEC) using Microsoft Azure, SSRS-to-Power BI and WebForms-to-ASP.NET Core modernization, enterprise data governance toward Level 4-5 CMMI target operating maturity, Section 508 accessibility compliance, and continuous sustainment of the active VA-wide umbrella ATO (FIPS 199 Moderate). DMC personnel support both day-to-day operations and strategic modernization initiatives in alignment with VA policies, VAEC standards, and Government-approved governance processes. All work is performed at the Contractor's facility. 

Professional Level

The Temporary Task-Based Senior Software Developer aligns as an E3 position at 9th Way Insignia. The position is a Senior Engineer-level, task-based role supporting the VA Office of Academic Affiliations Data Management Center (DMC). This role carries the same technical scope, qualifications, and technical leadership responsibilities as the Senior Software Developer, but is engaged on a task-based basis to provide surge capacity for modernization, migration, and remediation efforts as directed by the Government. The Temporary Task-Based Senior Software Developer provides expert-level guidance on backend and application-layer development using Microsoft .NET and Azure Cloud Solution technologies, ensuring all solutions are scalable, secure, and compliant within the active VA umbrella ATO (FIPS 199 Moderate). This is a designated Key Personnel position; the incumbent's resume is submitted to and evaluated by the Government, and substitution requires Contracting Officer approval. 

Responsibilities
  • Serve as a technical authority for the DMC custom-built application portfolio on assigned tasks, comprising approximately 10 applications, 150 UI screens, and over 170,000 lines of C# code. 
  • Design, develop, enhance, and sustain applications using ASP.NET Core, C#, legacy .NET Framework v4.8, JavaScript, CSS, and Kendo UI. 
  • Design, build, and maintain scalable and secure cloud infrastructure within Microsoft Azure, including Databricks and Synapse, API Management, Azure Functions, Azure App Services, Azure Blob Storage, and Azure Monitor. 
  • Lead the SSRS-to-Power BI migration using existing Power BI infrastructure. 
  • Lead WebForms-to-ASP.NET Core modernization within the VAEC framework. 
  • Design and maintain complex relational SQL Server databases; create and modify database objects using advanced T-SQL. 
  • Maintain data dictionaries, metadata documentation, and report-to-data-source traceability. 
  • Ensure secure coding practices and support ATO vulnerability remediation. 
  • Provide technical direction and code review to junior developers on assigned tasks. 
  • Ensure all products meet Section 508, ADA, and WCAG 2.0 Level A and AA compliance requirements. 
  • Maintain ATO artifacts, including SSP updates, control narratives, POA&M tracking, and scan evidence. 
  • Ramp onto and off of discrete, Government-directed tasks with minimal onboarding time. 
Requirements
  • Bachelor's degree in Computer Science, Information Technology, or a related field. No equivalencies or substitutions for the degree requirement will be accepted. 
  • Eight (8) or more years of experience in software development. 
  • Significant experience with Azure Cloud Solution, with a focus on Databricks and Synapse, API Management, Azure Functions, Azure App Services, Azure Blob Storage, and Azure Monitor. 
  • Demonstrated hands-on expertise with ASP.NET Core, C#, T-SQL, Power BI, and Kendo UI. 
  • Proven experience leading software development projects and providing technical oversight (required). 
  • Ability to support a task-based engagement model with variable utilization. 
  • Strong communication skills with both technical and non-technical stakeholders. 
  • Must have resided continuously in the United States for the past 36 months. 
  • U.S. Citizenship required. 
Preferred/Desired 
  • Advanced Microsoft certifications (e.g., Azure Solutions Architect Expert, Azure Developer Associate). 
  • Federal ATO/RMF experience. 
  • Prior experience in a surge, on-call, or task-order-based staffing model. 
  • Experience supporting VA or other federal health or education programs. 
  • Active or prior federal security clearance or public trust.Â
