The Opportunity
Are you ready to shape the future of global security? The Leidos Intelligence Sector is seeking an experienced Counterintelligence (CI) Specialist - Senior, to support the USCYBERCOM J2 mission, to provide direct support to offensive counterintelligence operations (OFCO), ensuring robust protection and proactive risk management for Command projects and programs. The CI Specialist will be responsible for identifying, preparing, tracking, and coordinating critical OFCO material through subject matter experts (SMEs) across the Command, and for supporting the development and advancement of CI strategy, risk assessment, and operational effectiveness. This role requires demonstrated expertise in advanced CI concepts, integrated analysis, and the cultivation of strong internal and external stakeholder relationships.

Security Clearance: Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.
What you'll be doing:
  • Provide direct support to offensive counterintelligence operations (OFCO), including identifying, preparing, tracking, and coordinating materials and operational requirements through subject matter experts (SMEs) within the Command.
  • Prepare reviewer packages for Executives and participate in community fora to represent Command equities, as appropriate.
  • Conduct in-depth analysis to assess trends and patterns of OFCO material across target countries, leveraging these insights to inform and help shape OFCO strategy.
  • Apply knowledge gained from OFCO activities to support the development of counterintelligence risk assessments relevant to Command projects and programs; offer actionable recommendations and courses of action to Command leadership.
  • Collaborate with internal and external CI partners to build a holistic understanding and common operating picture of CI activities, initiatives, and strategic threats.
  • Analyze large and diversified data sets to identify significant trends, patterns, and anomalies, constructing comprehensive analytic views to inform CI activities and leadership reporting.
  • Develop a nuanced understanding of threats posed by foreign intelligence services through analysis of OFCO activities and propose effective mitigation strategies.
  • Contribute to the development, design, and implementation of advanced CI concepts and the application of CI principles, supporting the evolution of Command's CI strategy.
  • Evaluate operational capabilities and the effectiveness of foreign intelligence services by applying advanced CI concepts and principles.
  • Ensure colleagues, team members, and leadership remain fully informed regarding the status, disposition, and implications of relevant CI products, assessments, and activities.
  • Maintain eligibility for Special Access Programs (SAP) and/or Alternative Compensatory Control Measures Program (ACCMs), complying with all necessary security protocols and requirements.
  • Produce and update CI-related documentation and participate in the drafting and dissemination of Operating Instructions (OIs) for command-wide programs and initiatives, as assigned by the Government.

Needed Experience, Skills, and Education:
  • Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years.
  • Master's degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior experience, for a total of 17 years, as a substitute to the Master's degree. Additional years of experience may be considered in lieu of degree.
  • Demonstrated experience and advanced counterintelligence certification in integrating and cultivating strategic and proactive CI concepts, principles, and techniques.
  • Advanced CI training and expertise.
  • Cyber investigative know-how within the counterintelligence field with specific experience in the collection, analysis, evaluation and dissemination of CI-cyber information is required.

Clearance Needed:
  • Active DoD TS/SCI with Polygraph required. We are not able to sponsor the clearance requirement.

Preferred Experience, Skills, and Education:
  • Deep familiarity with USCYBERCOM organizational structure and mission.
  • Prior experience supporting Joint operations across multiple warfighting domains
  • Direct support to counterintelligence operations or previous service as a counterintelligence desk officer.
  • Experience supporting CI risk assessments, supply chain risk assessments, or CI functions within Research, Development, and Acquisition (RDA).
  • Experience as a CI agent or in support roles for CI collection, functional services, investigations, and operations.
  • Experience in conducting cyber and counterintelligence investigations and the ability to work with interagency partners.

Pay Range:
Pay Range $116,350.00 - $210,325.00
