Key Responsibilities

  • Lead the planning, execution, and oversight of complex programs consisting of multiple interdependent projects, operational activities, and workstreams.
  • Serve as the primary point of contact for government stakeholders regarding program performance, delivery status, risks, and strategic direction.
  • Manage cross-functional teams to ensure alignment with program goals, delivery schedules, resource constraints, and contractual requirements.
  • Develop and maintain integrated program plans, schedules, roadmaps, and performance metrics.
  • Monitor program financial performance, including budgets, forecasts, expenditures, and contract deliverables.
  • Identify, assess, mitigate, and communicate program risks, issues, and changes throughout the program lifecycle.
  • Coordinate activities across project teams to manage dependencies, milestones, integration points, and competing priorities.
  • Prepare and deliver executive-level briefings, status reports, dashboards, and performance reviews for agency leadership and oversight personnel.
  • Ensure compliance with organizational policies, contract requirements, governance processes, quality standards, and security requirements.
  • Facilitate collaboration among stakeholders, technical teams, business units, and external partners to achieve program objectives.
  • Support strategic planning initiatives, portfolio management activities, and organizational change management efforts.
  • Establish and maintain effective program governance processes, including performance monitoring, decision-making frameworks, and escalation procedures.
  • Drive continuous process improvement through lessons learned, best practices implementation, and performance optimization initiatives.
  • Ensure successful delivery of program outcomes within approved scope, schedule, quality, and budget parameters.
Requirements:

Required Qualifications:

Experience:

  • Minimum of 5โ€“7 years of experience in Program Management, Project Management, IT Management, or related leadership roles.
  • Demonstrated experience managing complex programs involving multiple stakeholders, workstreams, and interdependent projects.
  • Experience overseeing financial performance, budget management, cost control, and schedule performance reporting.
  • Experience developing and delivering executive-level presentations, program status reports, and performance dashboards.
  • Proven ability to manage risks, issues, dependencies, and organizational change initiatives.
  • Experience working within government, public-sector, or highly regulated environments preferred.

Certifications:

  • Project Management Professional (PMP) certification preferred.
  • Equivalent program or project management certifications may be considered.

Education:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, Management Information Systems, or a related technical discipline.
  • Equivalent combinations of education, training, and relevant professional experience may be considered.

Knowledge, Skills, and Abilities:

  • Strong knowledge of program management principles, methodologies, governance frameworks, and best practices.
  • Strong understanding of and hands-on experience with DevSecOps implementations and CICD pipelines
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Ability to effectively manage competing priorities in a dynamic environment.
  • Experience with program performance measurement, reporting, and executive communications.
  • Proficiency with project and program management tools, reporting systems, and collaboration platforms.
  • Ability to establish trusted relationships with executive leadership, government stakeholders, and contractor personnel.
  • Familiarity with Agile project management methodologies.
  • Experience supporting portfolio management and strategic planning initiatives.

Preferred Qualifications:

  • Experience supporting federal agencies or government contracting programs.
  • Knowledge of federal governance, compliance, and reporting requirements.

  • Must be a U.S. citizen
  • Ability to obtain and maintain a Public Trust, suitability determination, or other clearance level as required by the contract.
