Position Overview
The Senior Contracts Manager leads contracting activities for government and commercial customers with a focus on regulatory compliance, process efficiency, and standardization across the contract lifecycle.
This role is responsible for managing contracts from request for proposal (RFP) through award, administration, and closeout while ensuring compliance with state and local procurement regulations, including municipal and agency-specific requirements. The role also drives improvements in contract processes through the use of technology, automation, and standardized playbooks.
The position partners closely with Sales, Finance, IT, and Operations to enable scalable and compliant contracting practices.
Essential Responsibilities:
  • Oversee end-to-end customer contracting processes beginning with request for proposal or sole source opportunity through wind-down in accordance with applicable regulations, statutes and laws for contracts in the Senior Contract Manger's region.
  • Analyze contract terms and conditions; prepare and disseminate information regarding contract requirements and status.
  • Ensure that the terms of contractual agreements are written in compliance with company policies and guidelines, and all applicable federal, state and local laws and regulations.
  • Monitor progress of work required according to the schedule of completion to submit contract drafts and other documents in a timely manner to meet established deadlines.
  • Review and advise on contractual obligations; identifying risks and problems and proposing solutions; and reporting to the business stakeholders.
  • Negotiate contractual terms directly with the customer, serve as the Contracting Officer, where required, and coordinate customer consents.
  • Review and prepare vendor integrity questionnaires.
  • Review invoices to ensure customer invoices align to customer contracts.
  • Leverage technology including contract lifecycle management platforms and dashboards.
  • Identify and implement opportunities for automation and improvements in contract request, preparation, approval, and management procedures.
  • Communicate and collaborate with business stakeholders to ensure effective, timely administration, and support compliance initiatives.
  • Excellent organization skills, the ability to multitask and meet several simultaneous deadlines.
  • Schedule and attend company-wide meetings and calls to update stakeholders on the status of the company's government sales practice.
  • Effectively explain contract terms and conditions to stakeholders.
  • Develop and maintains effective working relationships with customers.
  • Develop solutions to complex problems that require a high degree of ingenuity, creativity, and innovation.
  • Travel up to 20%

Qualifications:
  • Bachelor's Degree
  • Juris Doctorate or Masters Degree in government procurement, a plus
  • Certified Professional Contract Manager (CPCM)
  • 5-7 year's experience as a Contracts Manager
  • Strong critical thinking skills combined with creative problem solving ability
  • Customer or supplier facing negotiation experience
  • Proficient in MS 365, as well as project management and contract management platforms
  • Experience with technical writing; standard operating procedures, policy documents preferred
