Contracts and Export Compliance Administrator

Department: Administration

Reports to: CFO

Location: Bremerton

FSLA Status: Exempt

Shift: Days, Four ten-hour days (Monday through Thursday)

Compensation: $85- 105K per year, DOE

Why we need you:

With a record high backlog of boats to build, we are seeking a dedicated and experienced Contracts and Export Compliance Administrator to ensure the companyโ€™s understanding of and compliance with contract terms and conditions and exports are clear and accurate.

You would be responsible for preparing, reviewing, and managing business contracts for SAFE Boats and will act as the Companyโ€™s Primary Export Control Administrator.

Specifically, you would:

Review contract terms and conditions, FAR/DFARS provisions, and administration of all contractual agreements in close coordination with internal Senior Management, Legal Counsel, Program Management, teammates/subcontractors, and customers. This position requires specific knowledge and experience with U.S. Government contracts as well as a broad range of domestic and international commercial and government contracts.

Administer and manage the Companyโ€™s Export Control Program. Maintain export control program to ensure ongoing compliance with government rules and regulations. Work with senior management to implement internal controls consistent with Company policy. Coordinate data collection and retention as well as plan audits and assessments.

As a member of a rapidly growing organization, the Contracts and Export Compliance Administrator will be responsible for directly handling task-level assignments with the initiative and knowledge necessary to accomplish tasks with minimal coaching or supervision. The Contracts and Export Compliance Administrator is expected to uphold the companyโ€™s core values and demonstrate behavior consistent with the companyโ€™s Code of Ethics and Conduct.

What you will do/responsibilities:

  • Contracts
    1. Administers the companyโ€™s contracts with government, commercial and international customers, partners, subcontractors, and consultants
    2. Serves as liaison with client contracting officers and other contracting officials on contractual and business administrative matters
    3. Analyzes contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Company policies and procedures
    4. Supports Bid and Proposal teams by providing contract analysis and review of RFQ/RFPs and other competitive contract offers
    5. Reviews solicitations, proposals, bids, and contract modifications; analyzes solicitation requirements, terms and conditions, payment terms; identifies risks and mitigation strategies
    6. Maintains records and documentation for all active and closed contracts and agreements
    7. Reviews and prepares contract summaries for use by SAFE Boats staff
    8. Works with customers, functional counterparts, and business stakeholders to resolve contractual issues
    9. Communicates and presents information to stakeholders about all contract-related matters
    10. Communicates contract policy and practice to internal business teams
    11. Works closely with executive leadership, legal counsel, project managers and staff in Accounting, Business Development, and Human Resources
    12. Reviews department templates for subcontracts, consultant agreements, teaming and confidentiality agreements and other contract-related procurements
    13. Reviews and analyzes deviations from standard contract language
    14. Ensures contractual compliance, identification and protection of intellectual property rights
    15. Provides advice to senior staff on these and other business management issues
    16. Ensures regulatory and contractual reporting requirements are met, including small business subcontracting reports, and GSA schedule industrial funding fee reports
  • Export Compliance
    1. Works with the Export Control Officer and Empowered Official to implement and manage the companyโ€™s Export Control program (ECP)
    2. Prepares license applications and other requests for approval from the Directorate of Defense Trade Controls, Bureau of Industry and Security, or other U.S. government entities
    3. Responds to internal inquiries about prospective transactions or the ECP
    4. Determines the proper export control jurisdiction and classification for all commodities, software, technical information, and defense services, and maintains the classifications in the designated system of record
    5. Ensures all defense articles to be temporarily imported are properly classified
    6. Ensures transaction screening is performed
    7. Coordinates with CFO to support periodic audits of Export Compliance Program
    8. Verifies that proper export clearance procedures are carried out
    9. Conducts or arranges training for personnel involved in exports and other activities subject to the ITAR, EAR, FTR, other related U.S. regulations, or the ECP
    10. Escalates issues to the ECO/EO and others, as appropriate
    11. Assists the ECO/EO in the investigation or review of suspected violations
    12. Monitors the Federal Register for changes to the ITAR, EAR, FTR, OFAC sanctions programs, and other related U.S. regulations, including changes to the USML and CCL, and notifies the ECO/EO as needed
    13. Monitors the DDTC and BIS websites and other published sources for announcements, directives, policy changes, and other developments relevant to the ITAR, EAR, FTR, or other related U.S. regulations that may impact the ECP or SAFE Boats and notifies the ECO/EO as needed.

Core Skills we are looking for:

  • 5 years of contract administration experience, including a full range of commercial and U.S. Government contracts and subcontracts
  • 5 years of experience with U.S. export control laws, including EAR, ITAR, OFAC, etc.
  • Experience working with U.S. Government agencies, such as DOD, DOS and/or DHS
  • Must have strong background and knowledge of the FAR and other associated supplemental contracting regulations (e.g., DFARS, DOSAR, HSAR, etc.)
  • Excellent communication and writing skills with both internal and external customers
  • Thorough knowledge of all appropriate ethical standards regarding contracting actions
  • Strong demonstrated knowledge of commercial contract terms and conditions
  • Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently, as well as part of a team
  • Highly motivated and detail oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients
  • Must have experience in solicitation analysis, risk assessment, and issue resolution
  • Intermediate to advanced proficiency in Microsoft Office
  • Experience preparing and presenting information to a wide variety of โ€œcustomersโ€- internal and external
  • Strong work ethic and social compatibility necessary

Experience/Education/Requirements we need:

  • Bachelorโ€™s Degree, preferably in Business Administration or related field required
  • US Citizenship required due to Federal Contracts
