Job description

We are seeking an experienced and strategic Preconstruction Manager to lead our preconstruction efforts from initial opportunity through project turnover. This is a senior leadership role focused on guiding people, processes, and project pursuit strategy-not day-to-day estimating production.
The Preconstruction Manager will oversee the estimating department, drive client relationships, and play a key role in securing profitable, well-aligned work. This individual partners closely with the Chief Estimator (technical lead), project management, and executive leadership to ensure consistent success in project acquisition and preconstruction execution.
The ideal candidate is a seasoned electrical professional who has grown beyond estimating into a leader, strategist, and relationship builder.
Requirements
1. Department Leadership & Team Management
  • Lead and manage the estimating team, including Chief Estimator, estimators, and junior staff
  • Oversee daily operations while empowering the Chief Estimator as technical authority
  • Conduct performance evaluations and implement development plans
  • Foster a collaborative, accountable, and process-driven culture

2. Preconstruction Strategy & Project Pursuit
  • Evaluate and define project pursuit strategies aligned with company goals
  • Lead go/no-go decisions, balancing risk, profitability, and strategic value
  • Collaborate with executive leadership on market positioning and growth
  • Analyze bid performance, win/loss ratios, and trends

3. Client Development & Relationship Management
  • Develop and strengthen relationships with general contractors, developers, and owners
  • Represent the company in preconstruction meetings and client presentations
  • Position the company as a trusted preconstruction partner

4. Preconstruction Oversight & Coordination
  • Oversee the full lifecycle, including: conceptual and budget estimating, value engineering, constructability reviews and design-phase collaboration
  • Ensure alignment between estimating, operations, and project management
  • Participate in key client and design meetings
  • Coordinate project handoff to operations teams

5. Process Improvement, Technology & Data
  • Drive modernization and standardization of preconstruction processes
  • Leverage platforms such as ConEst, Accubid, and Bluebeam
  • Develop performance tracking systems and reporting dashboards
  • Identify automation and long-term operational improvements

6. Cross-Functional Collaboration
  • Partner with Project Management for seamless project transitions
  • Align estimating assumptions with field operations
  • Support executive leadership with forecasting and reporting
  • Ensure consistency between estimating outputs and financial performance

Qualifications
Education & Experience
  • Bachelor's degree in Construction Management, Electrical Engineering, or related field (or equivalent experience)
  • 10+ years of estimating experience
  • Proven leadership experience in preconstruction
  • Track record of securing profitable projects in the $200K-$10M range

Technical & Industry Knowledge
  • Strong understanding of electrical systems and construction methods
  • Ability to interpret drawings, specifications, and contract documents
  • Experience with conceptual estimating, budgeting, and value engineering
  • Familiarity with estimating software and construction technologies
