Job description

Hiring: Professional Leadership Development & Executive Management Consultant

Location: Town of Leesburg, Virginia - Local Government / Municipal Environment

Contract: One-Year Initial Contract, with potential for up to four additional one-year renewals.

The Town of Leesburg, Virginia is seeking qualified professional consultants to provide Leadership Development and Executive Management Consulting Services. The selected consultant will support the Town's leadership and management teams through organizational assessments, strategic planning, leadership development, executive coaching/consulting, succession planning, and implementation support.

The Town operates under a Council-Manager form of government with approximately 400 full-time employees and 100 or more part-time employees across its departments and provides services including police, public works, utilities, parks and recreation, airport operations, and other municipal services.

Key Responsibilities:

✔ Conduct organizational assessments and provide recommendations to improve organizational effectiveness, efficiency, structure, and management practices.

✔ Provide executive management consulting and leadership advisory services to Town leadership, department directors, managers, and other designated personnel.

✔ Assess current leadership capabilities and develop strategies to strengthen leadership effectiveness, management practices, and organizational performance.

✔ Develop and support leadership development programs designed to improve the capabilities of current and emerging municipal leaders.

✔ Provide executive coaching, mentoring, and professional development to Town managers and leadership personnel as appropriate.

✔ Develop a comprehensive strategic plan addressing organizational priorities, leadership objectives, operational effectiveness, and long-term organizational development.

✔ Develop succession planning and leadership continuity strategies to identify critical positions, leadership gaps, development needs, and potential successors.

✔ Develop a comprehensive implementation plan that translates organizational and leadership recommendations into actionable initiatives, milestones, responsibilities, and measurable outcomes.

✔ Provide recommendations and best-practice approaches that can improve the efficiency and effectiveness of Town operations and organizational teams.

✔ Work collaboratively with Town leadership and departments to identify organizational challenges, leadership development opportunities, and areas for improvement.

✔ Provide ongoing leadership and executive management consulting services based on the Town's evolving needs.

✔ Support implementation of approved recommendations and provide guidance to ensure that leadership and organizational-development initiatives produce measurable results.

✔ Provide additional task-order consulting services as requested by the Town during the contract term. The RFP specifically allows the Town to add or delete services based on specific needs.

✔ Provide deliverables, reports, recommendations, strategic plans, implementation plans, and other consulting outputs required under individual assignments.

Required Experience & Qualifications:

✅ Demonstrated organizational management and leadership expertise, including experience conducting organizational assessments and developing recommendations for improvement.

✅ Significant experience in the management and delivery of local government services, with direct knowledge and background in the Commonwealth of Virginia preferred/required by the RFP.

✅ Demonstrated ability to develop and implement strategies that improve leadership capabilities and enhance the effectiveness and efficiency of organizational teams.

✅ Demonstrated organizational capacity, facilities, resources, and financial ability to successfully perform the required consulting services. The Town may require evidence of qualifications, facilities, resources, and past performance before awarding the contract.

✅ Experience working with municipal governments, public-sector organizations, or comparable complex organizations.

✅ Strong understanding of organizational development, executive management, leadership strategy, succession planning, strategic planning, and organizational effectiveness.

✅ Strong ability to work with executive leadership, department directors, managers, and cross-functional municipal teams.

✅ Excellent communication, facilitation, executive presentation, coaching, strategic planning, analytical, organizational-development, and stakeholder-management skills.

Ideal Candidate Profile:

The ideal consultant or consulting team will have a strong background in municipal/local government leadership consulting, organizational development, executive management, strategic planning, and leadership development. Candidates should be comfortable working directly with senior government leadership and department management and should understand the operational complexity of a municipality providing public safety, infrastructure, utilities, parks, airport, and other community services.

The consultant should be capable of moving beyond recommendations and helping the Town translate organizational assessments and leadership strategies into practical implementation plans, measurable improvements, and sustainable leadership capabilities.
