Primary Purpose
Leads the transformation, implementation, and evaluation of enterprise-wide leadership development philosophy and strategies to drive measurable skill building in current and future leaders and build a strong leadership pipeline. This consultative role partners with leadership development practitioners and Talent Management and Organizational Development (TMOD) leads across business segments to gather input, align priorities, and ensure strategic alignment across leadership activities and programs.
Primary Duties
  • Serves as a Leadership Development subject matter expert in the Talent Center of Excellence (COE). Develops and manages leadership development strategies, programs, activities, and frameworks for all levels (emerging, mid-level, senior, executive). Evaluates build vs. buy approaches to determine whether leadership development solutions should be created in-house or sourced from external vendors to ensure optimal impact and efficiency. Ensures all resources (calendar, tools, policy documents) are in place to support programs. Measures progress against leader development plans and goals. (35%)
  • Aligns leadership development and executive coaching approach with business strategy to ensure that Exelon's leadership talent is ready and sufficient to meet current and future business needs. Assesses the impact of AI advancement on leadership roles and competencies and applies insights to design learning experiences that build future-ready leader capabilities, ensuring that programs reflect evolving skills requirements and prepare leaders to effectively leverage AI-enabled work environments. Collaborates with Talent Management and Organizational Development (TMOD) teams across the enterprise to prioritize offerings and activities, identify measures of impact, and ensure continuity and strategic alignment across programs. Partners with Talent Review teams to identify HiPo leaders and align development plans. (25%)
  • Supports Senior Manager, Organizational Learning and Leadership Development in overseeing related and supporting technologies, identifying ways to improve, automate, and streamline current practices and systems. Manages external vendor relationships and negotiates contracts to ensure high-quality, cost-effective delivery of leadership and organizational development programs. (20%)
  • Program Evaluation & Continuous Improvement: Applies adult learning theory and instructional design principles to ensure programs, offerings, instructional design, and learning interventions are effective, impactful, engaging. Evaluates learning impact using models like Kirkpatrick; measures ROI and business outcomes to inform continuous improvement. Looks for opportunities to continuously improve and innovate existing processes and align future activities to direction of the business. Incorporates measures of impact and ROI into design of learning interventions and leadership programs. (10%)
  • Interoperable role supports cross-functional initiatives in strategic workforce planning, succession planning, talent review, and performance development. As required, facilitates leadership assessments and feedback processes (e.g., 360s, coaching). (10%)

Job Scope
  • Reports to the Senior Manager, Organizational Learning and Leadership Development.
  • Collaborates closely with peers leading other areas of the talent agenda (Talent Acquisition, Inclusion, etc)
  • Oversees work activities of a shared resource reporting to 2-3 other Managers in the COE, fostering a culture of innovation, inclusion, and continuous improvement.
  • Collaborates with Operating Company HR and Talent Management and Organizational Development leaders to co-develop "One Exelon" solutions that provide flexibility for true business differences.
  • Review and approval of budget and cost management responsibilities.

Minimum Qualifications
  • Bachelor's degree in Business, Human Resources, psychology or related field
  • 7-10 years experience in leadership development, OD, or talent management
  • Strong knowledge of instructional design, adult learning theory, and behavioral science principles
  • Strong project management skills
  • Strong written and oral communication skills
  • Ability to deliver even during periods of ambiguity and change
  • Demonstrated success managing enterprise-wide leadership development programs
  • Strong critical thinking and problem solving skills
  • Strong interpersonal, communication, facilitation and stakeholder engagement skills
  • Ability to rotate into Strategic Workforce Planning, Organizational Learning, and Succession Planning scopes

Preferred Qualifications
  • Experience applying Kirkpatrick's Four Levels of Evaluation or similar models to assess learning outcomes and program effectiveness
  • Experience with leadership assessments and coaching methodologies
  • Certification in instructional design, talent/leader assessments, executive coaching, or leadership development methodologies
  • Strong negotiation and vendor management skills
  • Experience with union environments and frontline workforce learning and development, ideally in energy or infrastructure sectors
  • Experience supporting strategic workforce planning activities
  • Specialized skills may include data-driven learning analytics, agile learning design, organization and process redesign and change management

  • Annual salary will vary based on a candidate's skills, qualifications, experience, and other factors: $104,000.00/Yr. - $143,000.00/Yr.
