CONTRACT SPECIALIST (CONTINGENT UPON CONTRACT AWARD)
Work Location: ONSITE in several locations supporting the DIA
Clearance: MUST HAVE an active Top Secret Clearance
INCATech is seeking a highly motivated Acquisition Analyst to provide expert acquisition, program management, and procurement support for a federal customer supporting defense and intelligence mission requirements. This position will support acquisition planning, workforce planning, procurement strategy development, requirements analysis, and program performance management activities in a dynamic federal acquisition environment. The successful candidate will work directly with agency leadership, Contracting Officers (COs), Contracting Officer’s Representatives (CORs), program offices, and technical stakeholders to support acquisition lifecycle activities and ensure alignment with applicable federal and Department of Defense acquisition policies and frameworks. This position requires onsite support and an active Top Secret (TS) security clearance.
RESPONSIBILITIES
  • Provide acquisition analysis and advisory support to agency leadership, CORs, COs, and program offices.
  • Advise functional and technical stakeholders on acquisition planning activities and contractual matters.
  • Support workforce planning initiatives, including workforce identification, validation, data analysis, and organizational planning activities.
  • Assist with socialization, outreach, and acquisition-related communications efforts.
  • Develop and refine: Statements of Work (SOWs)/Performance Work Statements (PWSs), Contract objectives, Acquisition documentation
  • Conduct and evaluate market research to assess industry capabilities, emerging technologies, and acquisition trends.
  • Support acquisition planning, cost estimation, milestone planning, and lifecycle acquisition activities.
  • Assist in the development of acquisition strategies and procurement approaches aligned to mission requirements.
  • Support source selection planning and development of evaluation criteria.
  • Coordinate with technical experts and contracting personnel to align project milestones with acquisition documentation and procurement timelines.
  • Monitor program performance and provide updates, analyses, and recommendations to leadership.
  • Identify performance risks, recommend corrective actions, and support issue resolution activities.
  • Provide guidance on acquisition workforce planning and acquisition position coding in accordance with DAWIA requirements and agency policies.
  • Prepare reports, briefings, spreadsheets, presentations, and acquisition documentation
REQUIREMENTS
Qualifications
Related Experience
  • Active Top Secret (TS) security clearance.
  • Bachelor’s degree in business, acquisition, finance, public administration, or related field.
  • Demonstrated experience supporting federal acquisition and procurement activities.
  • Working knowledge of: Federal acquisition regulations and policies, Department of Defense acquisition processes, Adaptive Acquisition Framework (AAF), Acquisition planning and source selection activities
  • Experience developing acquisition documentation, including SOWs, PWSs, acquisition plans, or evaluation criteria.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills, including strong English grammar and professional writing capabilities.
Preferred
  • Prior experience supporting defense or intelligence community acquisition organizations.
  • Knowledge of DAWIA workforce requirements and acquisition workforce planning activities.
  • Experience supporting cost estimation, lifecycle planning, and acquisition milestone documentation.
  • FAC-C, DAWIA, NCMA, or related acquisition certification preferred.
  • Experience supporting source selections and market research activities
