Job description

The Training Manager is responsible for developing, implementing, and managing all training, qualification, and readiness programs for Protective Force personnel supporting the Strategic Petroleum Reserve (SPR) contract. This role ensures all training activities comply with Department of Energy (DOE) regulations, the SPR Statement of Work, and applicable federal standards. The Training Manager will design, coordinate, and evaluate training programs that support operational readiness, weapons proficiency, emergency response, and compliance with the current Design Basis Threat (DBT) . The position requires strong leadership, operational experience, and a deep understanding of DOE protective force requirements.
Position is contingent upon contract award.
Responsibilities
  • Develop, implement, and oversee the Training Program in full compliance with DOE regulations, including applicable sections of 10 CFR Part 1046, DBT-driven requirements, and SPR contractual obligations.
  • Coordinate all training activities for Protective Force personnel, including initial qualifications, requalification, firearms training, tactical training, and scenario-based exercises.
  • Evaluate training effectiveness through testing, assessments, and performance metrics; implement improvements based on results.
  • Ensure all training documentation, records, and certifications meet DOE, M&O contractor, and internal audit standards.
  • Collaborate closely with site leadership, the Subcontract Manager, SMTR, and M&O Security Directorate to ensure alignment with mission objectives.
  • Develop training schedules, lesson plans, and course materials that support operational planning, DBT assumptions, emergency response protocols, and site-specific requirements.
  • Lead training staff and manage daily operations within the training department.
  • Maintain strong relationships with federal, state, and local law enforcement agencies to coordinate mutual training opportunities and share best practices.
  • Support special response teams and tactical units; ensure readiness standards reflect DOE expectations and threat assessments.
  • Provide guidance and oversight in environments characterized by fragmented or multi-site operations.
  • Prepare professional verbal and written reports, briefings, and presentations as required.
  • Manage multiple training deadlines, inspections, and qualification cycles in a fast-paced operational environment.

Qualifications
  • Bachelor's degree in law enforcement, organizational/business discipline, or related field (May be offset with extensive relevant experience.)
  • Minimum of 10 years of security operations and/or managerial experience.
  • DOE experience required (protective force, NNSA, or DOE site operations).
  • Experience in military operations or basic Infantry tactics (SWAT or tactical response experience highly valued).
  • Working knowledge of Operational Planning and the current Design Basis Threat.
  • Experience working within a fragmented organization (multi-site or complex structure).
  • Strong understanding of basic police procedures and experience collaborating with civilian law enforcement agencies.
  • Coursework or training in training development preferred.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency in MS Word, Outlook, PowerPoint, and Excel.

Preferred Qualifications:
  • Experience developing or managing training programs in a DOE environment.
  • Familiarity with federal protective force standards and audit requirements.
  • Instructional design or formal adult-learning training certifications.
  • Experience delivering tactical, firearms, or emergency response training.
