Job description

Tract is a team of digital infrastructure experts dedicated to accelerating responsible data center growth by developing master-planned data center parks with access to pre-positioned power and fiber in key markets. Our approach is collaborative with cities and counties to ensure development is targeted for optimal locations to maximize revenue and economic development benefits for the community, while being good stewards of the land and minimizing the impact on neighbors. Tract is headquartered in Denver, Colorado, with real estate holdings throughout the United States.
Position Overview:
The Vice President of Civil Construction is a senior executive responsible for overseeing and directing all aspects of Tract's civil site development activities across its 25K+ acre portfolio comprised of dozens of projects. This executive will oversee all horizontal infrastructure delivery - from contractor selection and contracting through execution and closeout. This role ensures projects are delivered safely, on schedule and within budget while adapting to local constraints such as permitting timelines, environmental conditions and utility interdependencies.
The ideal candidate brings extensive experience managing civil contractors, design consultants, and contracts across complex scopes including blasting, grading, roads, utilities, trenching, pipelines, and fiber infrastructure. This leader will play a key role in developing and executing the company's vision for world-class, large-scale industrial environments.
Responsibilities:
Strategic & Operational Leadership
  • Partner with the SVP of Engineering and Construction to develop and implement the civil construction strategy for multi-phase industrial developments.
  • Align horizontal construction activities with overall project delivery goals, budgets, and schedules.
  • Build and maintain strong relationships with municipalities, utility providers, and regulatory agencies to facilitate smooth execution of on-site and off-site infrastructure.

Project & Construction Management
  • Direct all aspects of horizontal development, including blasting, grading, drainage, road construction, and utility installation (water, sewer, stormwater, power, pipelines and fiber networks).
  • Manage multiple contract delivery methods, general contractors, engineering firms, and consultants across concurrent large-scale projects and locations.
  • Lead constructability reviews, value engineering sessions, and risk management efforts.
  • Implement field QA/QC processes, including inspections, test plans, and turnover procedures.
  • Serve as escalation point for constructability challenges and field coordination gaps.
  • Ensure compliance with design standards, project specifications, and all environmental, safety, and permitting requirements.
  • Develop and review project schedules, budgets and forecasting reports.

Vendor Selection & Contracting
  • Lead procurement, bid evaluation, and contract negotiations for civil and infrastructure scopes of work.
  • Establish robust vendor performance metrics and accountability frameworks, including safety standards.
  • Build and sustain a qualified network of civil contractors, specialty trades, and materials suppliers to support program scalability and resiliency.

Team Leadership
  • Lead, mentor, and develop a team of construction managers, superintendents, and field staff.
  • Foster a culture of safety, collaboration, and operational excellence.
  • Support staff development, succession planning, and recruiting of top-tier construction talent.
  • Help identify resource gaps or training needs across the organization.

Safety & Compliance
  • Champion a best-in-class safety culture, ensuring strict adherence to company, OSHA, and local jurisdiction safety requirements.
  • Manage a team to think strategically and constantly refine safety playbooks and policies.
  • Establish and maintain regular communication with contractors specific to safety protocols, use of technology and performance
  • Oversee all safety audits, incident reviews, and continuous improvement initiatives.
  • Maintain accountability for environmental compliance and community impact throughout all phases of construction.

Qualifications:
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field (Master's preferred).
  • 15+ years of progressive construction leadership experience, including at least 10 years managing large-scale civil infrastructure or master planned developments.
  • Demonstrated experience overseeing projects of comparable scale and complexity, such as data center campuses, airports, major transportation projects, convention centers, stadiums, and mining operations.
  • Proven track record managing $250M+ horizontal construction programs with multiple concurrent sites in different geographies.
  • Strong technical expertise in earthwork, utilities, and off-site infrastructure design and construction.
  • Experience managing general contractors to successful outcomes under GMP, CMAR, or design-build delivery models, subject to regulatory compliance (OSHA, MSHA, EPA, DOT).
  • Exceptional communication, negotiation, and organizational skills which are demonstrated through successful executive interactions, both internally and externally.
  • Demonstrated track records across safety, quality, and cost control.
  • Proficiency with construction management software such as eBuilder, Procore, Primavera P6, or HCSS.

Preferred Attributes:
  • Interest in joining and developing a durable team to execute interesting, high impact and large-scale projects across the United States for 10+ years
  • Familiarity with public utility coordination, entitlement, and permitting processes.
  • Professional Engineer (P.E.) license or PMP certification preferred.
  • "Can do" attitude and problem-solving mentality in collaboration with Design and Engineering Team.
  • Comfortable in fast paced environments and willingness to travel.

Expected Salary Range: Base Salary $250,000-$275,000 Base Salary + Discretionary Bonus
