Job description

Configuration Management Analyst - TS 

Xcelerate Solutions is seeking an experienced Configuration Management (CM) analyst for a position located at Ft. Belvoir, VA to support the DTRA Information Technology Directorate, Mission Technology Reston Operations with Requirements Development, Configuration Control Board activities, and shall maintain the proper versions of all documentation in a Configuration Management library in accordance with the Risk Management Framework (RMF), all applicable DoD, Intelligence Community, and DTRA instructions, policies, and procedures. This is a Systems Engineering & Technical Assistance (SETA) role that supports DTRA government program managers and cybersecurity leadership by serving as an impartial technical advisor to identify risks and make recommendations to the government customer for improvement of configuration management processes.   Come join our award-winning organization and work with some of the most talented and brightest minds in the GovCon industry.

Responsibilities:

  • The analyst will operate as part of a unified CM team and will augment the existing four CM analysts. The analyst will be responsible for extending existing CM processes already approved by DTRA’s Authorizing Official. They will be responsible for enforcing Risk Management Framework controls in the CM control family and implementing DTRA CM policies and plans.
  • The team will assess DTRA’s as-is CM procedures, which vary between Reston and Ft. Belvoir DTRA locations.  The analyst will work as part of a unified CM team to recommend, document and implement to-be Agency-wide CM policy, processes, and procedures per the direction of IT-MTI government leadership.
  • The analyst will support automated change control boards, audit configuration management processes used by production contractors, and will support establishment of a Configuration Item Database.
  • The analyst will perform a critical role in current and future agency-wide DevSecOps processes.
  • Support configuration identification by maintaining a database that documents all software and hardware (Remedy IT Discovery & Dependency Map, Excel, SharePoint, and Microsoft SCCM) in use by DTRA.
  • Facilitate meetings that allow Government personnel to decide when and if new software and hardware releases are to be implemented at DTRA and in DTRA applications implemented at other locations.
  • Perform status accounting by recording and reporting the status of all DTRA related software and hardware.  Status accounting shall include record of purchase, number of licenses, when licenses must be updated, projected costs when updated, number of licenses implemented, and where those licenses have been implemented.
  • Facilitate communications with all software and hardware stakeholders to ensure software and hardware actions efficiently and effectively enhance DTRA’s overall goals.
  • Ensure all significant software and hardware defects are tracked and documented.
  • Support DTRA’s mission to ensure implemented software and hardware does not violate existing contracts or vendor agreements.
  • Perform revision management for all electronic documents, (briefings, reports, worksheets, charts, draft forms, QA review summaries). Maintain and update CM policies, procedures and standards.
  • Identify and maintain the original configuration of requirements documentation, design documentation, software, and related documentation.

 Minimum Requirements: 

  • Active Top Secret Clearance
  • Bachelor's degree from an accredited college or university with a major in a related field.
  • 8-10 years of CM experience at Intelligence Community and/or Department of Defense organizations that operate IT and CM capabilities for classified and unclassified systems.
  • Experience capturing and documenting business processes and workflows for government agencies.
  • Experience with an existing CMDB tool:  BMC Remedy, Service Now, IT Discovery & Dependency Map, System Center Configuration Management (SCCM) CMDB, Excel, and SharePoint.
  • Experience with use and ability to pull reports from Microsoft Endpoint Configuration Manager (MECM), formerly Microsoft System Center Configuration Manager (SCCM)
  • Experience with use and operation of BMC Remedy or Service Now change request and workflow automation.
  • Experience capturing and implementing government business processes and approval workflows in change and configuration management systems (e.g., Remedy, ServiceNow, etc.)
  • Strong technical writing skills to document configuration management and change procedures; experience developing and presenting complex information to senior Government officials.
  • Experience serving in positions that require initiative, minimal supervision, and professional collaboration, presentation/briefing skills, communication across organizational boundaries and with senior government personnel and contractors.
  • On Site vs Remote Ratio: 100% onsite performance is required. Telework may be considered in the future, pending IT-MT government approval.
  • High level of creativity and complexity to research and recommend solutions based on data analysis, evaluating alerts, and business concepts.
  • Strong analytical, statistical and organizational skills required.
  • Excellent time management skills required.

Preferred Requirements:

  • Background or experience as a network or system administrator
  • Experience or knowledge of supporting CM practices in DevOps (Software Development, IT Operations) enabled IT organizations and business processes. 
  • Experience tracking software licenses – Differentiating between and negotiating annual, floating, and perpetual licenses.
  • Hands on knowledge documenting Risk Management Framework (RMF) Chapter 14 Configuration Management.
  • Working knowledge of National Institute of Standards of Technology (NIST) Special Publication (SP) 800-53 “CM Control Family”.
