Position Purpose:

The Business Development Manager (BDM) – Collaborative Delivery Solutions (CDS) is a senior-level business development professional responsible for identifying, planning, and pursuing collaborative and alternative project delivery opportunities that align with CROM’s strategic growth objectives.

This role works in close partnership with Business Development Managers, Project Managers, and technical leadership to support qualification-based selection (best-value) pursuits, expand CROM’s geographic footprint, and grow bookings through collaborative delivery methods such as design-build and turnkey services. The initial focus is Florida, with opportunities to support pursuits outside Florida as needed.

Essential Duties and Core Responsibilities:

Sales, Marketing, and Business Development

  • Collaborate with Business Development Managers to identify, evaluate, and pursue collaborative delivery and alternative delivery projects aligned with CROM’s service portfolio.
  • Champion qualification-based and best-value selection processes, emphasizing CROM’s technical expertise and unique value proposition over low-bid methodologies.
  • Act as a trusted advisor to clients during early project development, providing technical insight, delivery strategy guidance, and collaborative solutions.
  • Represent and promote CROM’s collaborative delivery capabilities through client meetings, presentations, industry events, and conferences.
  • Support after-project assessments to ensure client satisfaction and continuous improvement

Collaborative Delivery & Preconstruction Leadership

  • Lead and support preconstruction planning efforts for collaborative delivery projects to ensure successful project setup and execution.
  • Serve as the bridge between Business Development and collaborative delivery execution, filling expertise gaps and ensuring best practices are consistently applied.
  • Establish and promote guidelines for CROM–Client partnering to create alignment among stakeholders.
  • Champion design-build best practices and continuous improvement in collaborative delivery processes.

Market Expansion & Services Growth

  • Actively seek opportunities to expand CROM’s presence in existing and new geographic markets through innovative delivery approaches.
  • Leverage collaborative delivery strategies to promote and grow CROM’s broad and unique portfolio of professional services.
  • Support the development of new or expanded service offerings that align with market demands and client needs.

Engineering & Technical Support

  • Provide engineering and technical insight to support design-build and turnkey pursuits, including review and guidance that contribute to strategic designs.
  • Assist in evaluating opportunities that may support the growth of new technical service revenue streams.

Research, Planning, and Pipeline Development

  • Develop a forward-looking pipeline of collaborative delivery opportunities using CRM tools and analytic reporting.
  • Maintain a detailed understanding of client decision-makers, project timing, delivery models, and pursuit teams.
  • Monitor industry trends, procurement strategies, and delivery models to stay ahead of market shifts
  • Other duties as assigned.

Essential Qualifications and Skills:

  • Represent the CROM brand, culture, and Core Values in a professional and positive manner.
  • Strong strategic mindset with demonstrated business development, planning, and pursuit management skills.
  • Proven ability to collaborate cross‑functionally with technical, operations, and marketing teams.
  • Excellent communication, presentation, and relationship‑building abilities.
  • Highly motivated self-starter capable of managing multiple pursuits under tight deadlines.
  • Advanced proficiency with MS Office and CRM systems

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • Minimum 10 years of professional experience in engineering, construction, or related industries, including experience with collaborative or alternative delivery projects.
  • Licensed Professional Engineer (PE), Licensed Contractor, or a demonstrated pathway to licensure within one year.
  • Experience in qualification-based selection (QBS) pursuits preferred.
  • Valid driver’s license with a clean driving record

  • Demonstrated leadership in collaborative project delivery environments.
  • Experience expanding business into new geographic markets.
  • Ability to articulate and promote CROM’s unique value proposition to owners and partners.
  • Active member of the Design-Build Institute of America (DBIA).

Working Conditions:

  • Extensive travel and overnight stays as required.
  • Regular interaction with multiple departments and external stakeholders.
