Budget Amount: Position is budgeted up to $31.75 hourly commensurate with education and experience.
Primary Purpose
Under the general supervision of the County Clerk and the direct supervision of the Chief Deputy County Clerk, responsible for the management, preservation, public access, security, development, implementation, training and supervision of all records & research activities within the office of the County Clerk.
Essential Job Functions
- Administers and supervises staff working in the areas of public records and research in the Clerk's office. Supervisory capacity is inclusive of, but not limited to, monitoring the performance of subordinates, providing training, recommending the hire of potential applicants, generating performance evaluations for subordinate employee's, recommending and initiating disciplinary action regarding subordinate employees as necessary,
- Responsible for supervising the timely and accurate dissemination of information regarding public records and research.
- Plans, analyzes, and recommends courses of action to management.
- Works with procurement staff in budget and contracts as it relates to public records and research.
- Promptly responds to telephone and written communications.
- Cross training and other duties may be assigned in BOE, Recording, and Records & Research. Perform administrative functions and tasks throughout the County Clerk's Office to include the Bureau of Elections Division and Recording Division.
- Train staff and the public.
Knowledge / Skills:
- Experience with provisions of New Mexico statutes and codes as they relate to the management of public records.
- General knowledge of public administration, business administration, budgets and accounting.
- Must have strong customer service skills and the ability to work under stressful circumstances in dealing with the public and subordinates.
- Communication skills in both verbal and written are necessary.
- Ability to work independently or with others, maintaining a professional attitude with the public, co-workers and County officials.
- Knowledge of office procedures and equipment including basic office machinery and word processing programs.
Minimum Qualifications
- High school diploma or equivalent and six (6) years of experience in records and research management. Experience requirements may be substituted for relevant education at a rate of 30 credit hours equal to one (1) year of experience.
- Two (2) years of supervisory experience or the NM Edge Certified Public Supervisor certification is required.

Working Conditions:
Work is performed in an office setting. Work schedule may include evening and weekend hours. Travel may be required. Manual and finger dexterity required. May be subject to exposure to CRT's and VDT's.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
