Job description

ROLE & RESPONSIBILITIES: 

Sparksoft is seeking a Business Development & Capture Director to lead growth efforts within CMS, HHS, FDA, NIH, and CDC. You'll be responsible for identifying, qualifying, and capturing new business opportunities while managing the full capture lifecycle. You'll collaborate with internal teams, partners, and customers to drive successful bids and expand Sparksoft's presence within CMS and the broader HHS ecosystem.

  • Manage the full Business Development Life Cycle (BDLC), from opportunity identification through proposal submission
  • Lead capture strategies: teaming, pricing, staffing, and solution development
  • Respond to RFIs, Sources Sought, and RFPs-owning timelines, compliance, and final delivery
  • Work closely with internal proposal teams to lead and support writing, review cycles, and production
  • Build and maintain relationships with customers, partners, and key stakeholders across CMS/HHS/FDA/NIH/CDC
  • Track pipeline metrics and lead after-action reviews to improve future bids
  • Represent Sparksoft at industry events and help shape marketing and outreach strategies
  • Collaborate with recruiting to support talent alignment for proposals and active pursuits
  • Maintain capture documentation, CRM updates, and internal reporting
Required Experience:
  • 5+ years of experience in federal business development and capture
  • 3+ years of successful proposal writing/management within CMS/HHS/FDA/NIH/CDC
  • Proven experience with CMS, HHS, FDA, NIH, and CDC business operations, technical architecture, and industry landscape
  • Strong understanding of federal acquisition: IDIQs, GSA, BPAs, FFP, T&M, CPFF contracts
  • Familiarity with Shipley BD processes and tools
  • Excellent communication, writing, leadership, and presentation skills
  • Ability to work cross-functionally in a fast-paced, deadline-driven environment
  • Experience working within small businesses and supporting multiple capture roles
  • Proficiency in pipeline tools and CRM systems
  • Familiarity with CMS frameworks and modernization efforts (e.g., APIs, data solutions, cloud, cybersecurity, testing)
  • Bachelor's degree in business, Engineering, IT, or related field (MBA preferred)

EDUCATION & CERTIFICATIONS:

  • PMP, Agile, or SAFe certifications a plus
