Job description

Summary:
Under general direction of the IT Program Manager, the Senior IT Business Analyst functions as a liaison between the Business Leadership Team, and other key stakeholders. Senior IT Business Analyst, working in conjunction with an IT Project Manager will plan, direct, and coordinate activities of designated projects, to ensure that the goals and objectives of the projects are accomplished, within the prescribed time frame, funding parameters and according to standard operating policy and procedure (SOP's). The Senior IT Business Analyst is the direct interface between the business, development staff, support staff, and project management, and is responsible for business process definition. Working as change agents, the Senior IT Business Analyst will drive key activities like; requirements gathering, documenting existing and future-state business process flows, defining solution options, and supporting the development of related project planning documentation. During the development phase of a project, the Senior IT Business Analyst will ensure that the project support and service needs are executed in the development of the software, as well as accurately outlining system specifications. The Senior IT Business Analyst ensures that IT specific issues are addressed thoroughly, as well as communicated to the customers and project team members as they arise. The Senior IT Business Analyst will develop training programs and assist the business in the development of appropriate documentation for users. In a lead role, will be an advocate for adhering to the IT Project Management standard operating procedures.
Starting Rate: $85,632/annually - $112,674/annually
Retention Bonus: $1500

Responsibilities:
  • Develops project planning documentation, process flows, project scheduling, and identification of risks, contingency plans, and allotment of resources for each phase of the project and arranges for recruitment or assignment of project personnel.
  • Consults with management to review project proposals, to determine time frame, funding limitations, procedures for accomplishing the project, staffing requirements, and allotment of available resources to various phases of the project.
  • Responsible for handling / overseeing more than one project at a time depending on scope of work of each project.
  • Coordinates with other departments and prepares scope of work (needs analysis) based on solution needed by customer.
  • Formulates and defines technical scope and objectives of project for project personnel.
  • Identifies and schedules project deliverables, milestones, and required tasks.
  • Directs and coordinates activities of project personnel to ensure project progresses on schedule and within prescribed budget.
  • Functions as a change agent, to advance the use of technology solutions throughout the NTTA business organizations, utilizing formal project management techniques, as identified in the Project Management standard operating processes.
  • Establishes standards and procedures for project reporting and documentation.
  • Reviews status reports prepared by project personnel and modifies schedules and plans as required.
  • Supports Project Manager (PM) or Senior PM with project status reports and keeps management, customers, and others informed of project status and related issues.
  • Confers with project personnel to provide technical advice and resolve problems.
  • Provides function specific user training across all disciplines within the IT environment.
  • Communicates directly with all levels of management, as required.
  • Understands the NTTA process for contracts and procurements.
  • Participate in the maintenance and continuous improvement of PMO related standard operating procedures/processes.

Qualifications:
M inimum:
  • Bachelor's degree
  • 8 - 10 years' experience
Preferred:
  • Professional Business Analyst (PBA) or Professional Project Management Professional (PMP)
