Job description

Position Overview
We are seeking an experienced Business Analytics Manager to lead our business analytics team. This role combines people leadership, project delivery, technical direction, and business strategy. The successful candidate will manage a team of business intelligence developers and analysts, own project deliverables from scope through delivery, serve as a trusted advisor to clients, and help shape analytics services across Garver's Transportation, Aviation, Water, Buildings, and Federal markets. The ideal candidate pairs technical fluency in data architecture and modeling with the business judgment to develop scopes and fee estimates, drive strategic goals, and communicate confidently with executive audiences.
Key Responsibilities
Team Leadership
  • Manage, mentor, and grow a team of business intelligence developers and analysts, including hiring, goal setting, performance reviews, and career development.
  • Assign and balance workload across the team, ensuring project deliverables are completed on schedule, within budget, and to Garver quality standards.
  • Establish and maintain team standards for data modeling, dashboard design, documentation, and quality review.
Project Delivery
  • Lead analytics projects from initiation through delivery, including planning, task assignment, budget management, and performance tracking.
  • Coordinate stakeholders across client organizations, engineering discipline leads, project managers, and internal data teams to align requirements and expectations.
  • Prepare project scopes, work plans, level-of-effort estimates, and fee proposals for new and ongoing analytics work.
  • Monitor project financials and manage scope changes, risks, and competing priorities across concurrent projects.

Strategy and Growth
  • Develop and drive strategic goals for the business analytics practice, aligning service offerings and staffing with Garver's growth objectives and client needs.
  • Identify opportunities to expand analytics services within existing client programs and across Garver's market sectors.
  • Support pursuits and proposals with solution approach, differentiators, staffing plans, and pricing.
  • Track industry trends, emerging tools, and competitive offerings, and translate them into a practice roadmap with clear recommendations.
Technical Direction
  • Provide direction on data management, data architecture, and advanced data modeling, including dimensional design, semantic models, and performance optimization.
  • Guide development of Power BI reports, dashboards, and custom visuals, and establish governance for data quality, source integration, and refresh strategy.
  • Guide the team in developing advanced analytics solutions — descriptive, diagnostic, predictive, and prescriptive.
  • Review team deliverables for accuracy, data integrity, usability, and design quality prior to client release.
Client Engagement and Training
  • Serve as a primary point of contact for client stakeholders, facilitating requirements gathering, working sessions, and solution delivery.
  • Present findings and recommendations to executive and non-technical audiences, including councils, boards, DOT leadership, and airport and program stakeholders.
  • Develop and deliver training and documentation for clients and internal staff on analytics tools and dashboards.
Qualifications
  • Bachelor's degree in Data Analytics, Information Systems, Computer Science, Business, Engineering, or a related field.
  • 10+ years of progressive experience in business analytics, business intelligence, data management, or a related discipline.
  • 5+ years of direct people management experience, including performance management and staff development.
  • Project management experience.
  • Advanced proficiency in Power BI and other data visualization tools such as Tableau and ArcGIS Dashboards, along with SQL-based databases.
  • Demonstrated expertise in data management, data architecture, and advanced data modeling.
  • Proven ability to manage project scope, schedule, budget, and deliverables, with strong stakeholder coordination skills.
  • Experience writing project scopes and developing fee estimates and level-of-effort proposals.
  • Demonstrated experience presenting to executive and non-technical audiences and delivering training.
  • Strong business acumen, with a track record of developing and driving strategic goals.
  • Excellent communication and interpersonal skills with a client-focused approach.
Preferred Qualifications
  • MBA or Master's degree in a related field.
  • Knowledge of the civil engineering industry, including project delivery lifecycles and professional services business models.
  • Knowledge of Capital Improvement Program (CIP) development, including capital planning, project prioritization, and funding scenario analysis.
  • Experience supporting Transportation and Aviation clients such as state DOTs, airports and airport authorities, and toll or transit agencies.
  • Knowledge of coding languages and systems such as SQL, DAX, Power Query/M, Python, R, C#, and JavaScript.
  • Familiarity with custom software solutions, web-based applications, and modern data platforms such as Microsoft Fabric, Azure Synapse, Databricks, or Snowflake.
  • Project management experience using Agile, Scrum, or comparable methodologies.
  • GIS and geospatial analytics experience, including ArcGIS.
  • Knowledge of design principles for dashboards, reports, and data visualization.
