Job description
Position Function: The Budget Analyst - Federal Programs provides financial, budgeting, compliance, and analytical support for the District's federal programs and other assigned funds. The position partners with program managers, school and department leaders, and Financial Services staff to develop and monitor budgets, ensure compliance with applicable requirements, and promote the effective and timely use of available resources. The Budget Analyst serves as a financial resource by providing analysis, technical assistance, training, and reporting to support sound financial decision-making and successful administration of federal programs.
Essential Performance Responsibilities:
- Develops and monitors budgets for assigned federal programs, grants, funds, schools, and departments, including expenditures, revenues, encumbrances, staffing, available balances, spending plans, and financial projections.
- Develops and maintains knowledge of assigned federal programs and funding sources, including allowable uses, grant periods, approved budgets, and applicable federal, state, and District requirements.
- Partners with program managers to review financial performance, identify spending or compliance concerns, develop solutions, and support the timely and strategic use of available resources.
- Reviews and processes budget transfers, journal entries, funding changes, and other financial transactions to ensure accuracy, appropriate funding, and compliance with applicable requirements.
- Prepares financial reports, reconciliations, schedules, and supporting documentation required for grant administration, reimbursement, internal management, and state and federal reporting.
- Supports the District's Single Audit activities by preparing schedules, reconciliations, workpapers, and supporting documentation; responding to auditor requests; and assisting with the resolution of audit questions and findings.
- Assists with the preparation and reconciliation of the Schedule of Expenditures of Federal Awards (SEFA), including validation of federal expenditures and required federal award information.
- Supports human capital budgeting and accounting for federal programs, including monitoring positions, salaries, benefits, funding allocations, and personnel-related budget changes.
- Provides technical assistance and training to District staff regarding federal program budgeting, financial processes, funding strings, financial systems, reporting requirements, and related areas of responsibility.
- Assists with the preparation of the District's annual budget, Kansas State Department of Education budget forms and reports, Annual Comprehensive Financial Report (ACFR), annual financial audit, and other required financial reporting.
- Collaborates with Human Resources, Payroll, Accounting, Purchasing, program staff, and other departments to ensure financial and personnel transactions are accurately and appropriately recorded.
- Maintains complete and organized financial records and supporting documentation in accordance with District policies, grant requirements, audit standards, and applicable record-retention requirements.
- Responds accurately, professionally, and timely to inquiries from District staff, leadership, auditors, and other stakeholders regarding assigned budgets, federal programs, and financial processes.
- Supports the Director of Budgeting, Chief Financial Officer, and other Financial Services leadership through financial analysis, research, reporting, and special projects as assigned.
- Cross-trains with Budget Department staff to promote continuity of operations, appropriate internal controls, and effective coverage of critical functions.
- Participates in professional development and maintains current knowledge of governmental budgeting, federal grant requirements, financial systems, and relevant state and federal regulations.
- Performs other duties as assigned in support of the Federal Programs Department and Financial Services Division.
Additional Duties: Assists with additional duties as assigned by supervisor. Some overtime, attendance at required meetings may be required.
Equipment: This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with USD 259's guidelines for equipment use.
Travel: Limited travel between schools and central offices may be required.

Knowledge, Skills, and Abilities:
- Advanced computer proficiency and the ability to effectively use Microsoft Word, Excel, Outlook, Access and PowerPoint, which will be determined and validated by testing

- Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service
Employee Punctuality and Appearance:
- In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave
- Any deviation from assigned hours must have prior approval from the employee's supervisor or building administrator
- All employees are required to report to work dressed in a manner that reflects a positive image of USD 259 and is appropriate for their position
Qualification Profile:
- A high school diploma or GED equivalent is required
- One to two years of accounting or finance related experience preferred
- Bachelor's Degree in Accounting, Finance, Business Administration or a related field preferred
- Experience in governmental accounting or governmental auditing preferred
