Job Summary
The Senior Market Sales Manager is responsible for achieving established Medicare Advantage enrollment, membership growth, and retention objectives within the assigned geographic market, including San Diego, San Bernardino, Riverside, and Orange counties.
This role develops and executes integrated sales strategies and tactics designed to maximize membership growth, expand broker distribution, and increase Clever Care Health Plan's presence within the communities we serve.
The Senior Market Sales Manager provides leadership, coaching, training, and day-to-day directions to Broker Sales Managers, Market Sales Managers, and other assigned sales staff, while developing and managing relationships with contracted broker agencies, agents, and key distribution partners.
The role is accountable for market sales performance across assigned distribution channels, including establishing production goals, monitoring results, forecasting performance, identifying growth opportunities, and adjusting sales tactics as necessary to achieve business objectives.
The Senior Market Sales Manager serves as a market leader and key liaison among Clever Care, brokers, agencies, providers, community partners, and internal departments. The position supports Clever Care's commitment to its members through strong sales leadership, broker partnership, market development, accountability, and a continued focus on sustainable membership growth and retention.
Functions & Job Responsibilities
Growth and Sales Strategy
• Develop and execute market-level sales strategies, tactics, and action plans to achieve established enrollment, membership growth, and retention goals.
• Translate organizational growth objectives into clear market, team, agency, and individual production goals.
• Monitor sales performance and market trends and adjust strategies and tactics as necessary to achieve established objectives.
• Identify new market opportunities, distribution channels, broker partnerships, provider relationships, and community opportunities that support membership growth.
• Maintain a strong understanding of the competitive Medicare Advantage landscape, including competitor benefits, provider networks, distribution strategies, and market activity.
• Develop strategies to increase Clever Care's market presence and position the organization as a preferred Medicare Advantage partner among brokers and agencies.
Sales Leadership and Performance Management
• Provide day-to-day leadership, direction, coaching, and support to Broker Sales Managers, and other assigned sales team members.
• Continuously monitor performance against established goals and hold team members accountable for results.
• Identify performance gaps and implement appropriate coaching, training, development, or corrective action plans.
• Build a culture of accountability, collaboration, professionalism, responsiveness, teamwork, and continuous improvement.
Broker and Agency Management
• Develop and maintain strong relationships with contracted broker agencies, FMOs, general agencies, and individual agents within the assigned market.
• Serve as a senior point of contact for key agencies and broker partners.
• Develop strategies to increase broker engagement, productivity, certification, retention, and overall production.
• Identify and develop new broker and agency relationships to continually expand the distribution pipeline.
• Partner with agencies to identify enrollment opportunities, training needs, marketing opportunities, and areas for increased collaboration.
• Ensure brokers and agencies receive timely sales support, education, product information, and operational assistance.
Forecasting, Reporting, and Business Management
• Analyze enrollment, disenrollment, retention, broker production, agency performance, plan mix, and other key performance indicators.
• Identify trends, risks, opportunities, and performance gaps and recommend appropriate corrective actions.
Compliance
• Ensure all sales activities are conducted in accordance with CMS requirements, applicable federal and state regulations, Clever Care policies, and established sales procedures.
• Reinforce compliance expectations with employees, agencies, brokers, and other sales partners.
Qualifications
• Bachelor's degree in business, Healthcare Administration, or related field preferred; equivalent combination of education and relevant experience may be considered.
• Minimum of 7-10 years of Medicare Advantage, health plan, insurance, or related healthcare sales experience.
• Minimum of 3-5 years of demonstrated sales leadership, people management, or market management experience.
• Strong knowledge of Medicare Advantage products, broker distribution, agency relationships, and the Southern California Medicare market.
• Experience managing broker agencies, FMOs, general agencies, and independent agents preferred.
• Demonstrated ability to coach, develop, and manage sales professionals to established performance goals.
• Strong communication, presentation, negotiation, relationship-management, and problem-solving skills.
• Ability to manage multiple priorities and operate effectively in a fast-paced, result-oriented environment.
• Valid California Medicare Sales Life/Health Insurance license required or must be willing to obtain a state health/life insurance license within 60 days of hire.
• Valid driver's license, reliable transportation, and insurance required with clean driving record
• Must live in/within commutable distance to assigned geographic market(s)
• Travel up to70% of time within assigned market

Wage Range: $112,000 to $130,000 per year

Physical requirements needed to perform the essential functions of the job, with or without reasonable accommodation:
• Must be able to travel when needed or required.
• Ability to operate a keyboard, mouse, phone and perform repetitive motion (keyboard); writing (notetaking)
• Ability to sit for long periods; stand, sit, reach, bend, lift up to fifteen (15) lbs.
• Occasionally, overnight trip is required.
• Working evenings, and weekends are required as necessary
• Limited time off during Sept through December.
Work is performed in an office environment (up to 3 days a week) and remotely. The job involves frequent contact with staff and public. May occasionally be needed to work irregular hours based on the needs of the business.
