Position Summary

The Department of Energy (DOE), Office of Environment, Health, Safety & Security (EHSS), is seeking an experienced Chief Enterprise Business Architect (Business Intelligence) to lead the strategic design, implementation, and governance of enterprise business intelligence (BI), data architecture, and analytics solutions supporting critical DOE missions.

The Chief Enterprise Architect will provide enterprise-level leadership for designing and maintaining modern data warehouse, data lake, and business intelligence architectures that transform complex enterprise data into actionable intelligence. This individual will drive enterprise data modernization initiatives, oversee BI platform architecture, establish enterprise data governance strategies, and support advanced analytics, machine learning (ML), and artificial intelligence (AI) capabilities across EHSS.

The ideal candidate possesses extensive experience designing enterprise BI ecosystems, leading enterprise data architecture initiatives, implementing ETL solutions, developing executive dashboards, and integrating secure enterprise data platforms while ensuring compliance with federal cybersecurity and accessibility requirements.
Requirements:

Education: Bachelor's degree from an accredited university or college in Information Technology or a related technical discipline such as Computer Science, Computer Engineering, Software Engineering, Mathematics, Information Systems, Data Science, or a related field.

Security Clearance: Active Top Secret (TS) Clearance Required

Must have at least ten (10) years of experience as a Data Architect, Business Intelligence (BI) Developer, BI Manager, Enterprise Data Architect, or Enterprise BI Architect with extensive experience designing, developing, and managing enterprise data architecture, business intelligence platforms, and information management systems utilizing transactional data to determine enterprise platforms, processes, and procedures supporting centralized data warehouse solutions based on business requirements and technical specifications.

Experience integrating enterprise capabilities and information to address data security, authentication, authorization, and web accessibility requirements while ensuring compliance with federal standards and enterprise architecture best practices.

Experience designing, implementing, and supporting enterprise data warehouse and data lake environments by centralizing data from multiple enterprise data sources into a centralized warehouse and integrating enterprise Business Intelligence tools to provide comprehensive reporting, analytics, and executive decision support.

Experience applying Business Intelligence technologies to transform complex enterprise data into meaningful business intelligence through the use of BI software to collect, store, analyze, visualize, and present enterprise information clearly and accurately.

Experience designing and developing enterprise reporting solutions, executive dashboards, automated dashboards, predictive analytics, real-time reporting capabilities, multiple dashboard views, and integrated business intelligence solutions that provide actionable, data-driven insights supporting executive leadership and program decision making.

Experience supporting and maintaining enterprise Business Intelligence backend environments, including enterprise data warehouses and data lakes, that support Machine Learning (ML) and Artificial Intelligence (AI) initiatives to produce advanced analytics, predictive intelligence, reporting, and analytical outcomes.

Experience leading the design, development, and implementation of Extract, Transform, and Load (ETL) processes across multiple enterprise data sources. Experience designing enterprise data integration solutions utilizing metadata-driven architecture, managing high-volume enterprise data processing, optimizing enterprise data models and database solutions, and implementing enterprise data governance and data democratization strategies.

Experience developing and maintaining enterprise data models, metadata repositories, enterprise reporting environments, database optimization strategies, and scalable business intelligence solutions supporting large, complex federal organizations.

Experience diagnosing, troubleshooting, and resolving operational issues involving enterprise data warehouses, enterprise BI platforms, ETL processes, reporting environments, and other Business Intelligence support components to ensure system performance, reliability, and availability.

Team-based experience supporting the full Software Development Lifecycle (SDLC), including automated testing, technical documentation, code versioning, source control, change management, configuration management, and continuous improvement of enterprise Business Intelligence solutions.

Demonstrated oral and written communication skills with the ability to communicate complex Business Intelligence concepts and enterprise architecture strategies to executive leadership and collaborate effectively with program stakeholders, including Information Technology leadership, Program Managers, Project Managers, Enterprise Architects, Data Architects, Data Engineers, Data Scientists, Business Intelligence Developers, Business Analysts, Cybersecurity Analysts, Data Quality Management teams, and other technical and business stakeholders.
