Job Announcement
The City of Webster has an excellent opportunity for an experienced, qualified City Attorney. The City Attorney provides strategic and practical legal advice in a fast-paced municipal environment. The City Attorney serves as the chief legal advisor and legal representative for the City of Webster, providing professional legal counsel and services to the City Council, City Manager, department directors, boards, commissions, and employees on matters relating to municipal government operations. The City Attorney manages all legal affairs of the City, including litigation, contracts, ordinances, land use matters, employment issues, risk management, and compliance with applicable local, state, and federal laws. The position exercises independent professional judgment while supporting the City's mission, strategic goals, and public service responsibilities. The City Attorney reports to the City Council in accordance with the City Charter
Minimum Qualifications:
This position requires a Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association. Candidates must be licensed to practice law in the State of Texas and be a member in good standing with the State Bar of Texas. This position requires a minimum of ten (10) years of progressively responsible legal experience in a Texas municipality, including five (5) or more years' experience as a City Attorney. Supervisory or management experience is preferred.
Skills, Knowledge, and Abilities:
Requires in-depth knowledge and experience in applying municipal law and procedures in Texas home-rule municipalities, including but not limited to the Texas Open Meetings Act, Public Information Act, local, state, federal laws and regulations affecting municipalities, parliamentary procedures, litigation, and court procedures. Requires knowledge of Texas Election Code and election procedures, as well as law related to land use, zoning, procurement, contracts, employment, and economic development law. Specific skills include preparing legal opinions, briefs, ordinances, resolutions, and contracts; legal research, analysis, negotiation, and litigation strategy; communicating complex legal matters clearly and effectively to non-lawyers; managing multiple projects and priorities simultaneously; building collaborative relationships with elected officials, staff, outside counsel, and the public, and exercising sound judgment and maintaining confidentiality. Candidates should have demonstrated the ability to establish and maintain effective working relationships with City officials, employees, and community stakeholders.
