Job description

SAIC is seeking an Executive Services Lead to the Program Executive Officer, Low Earth Orbit Systems Program Office (LSPO), Signals Intelligence (SIGINT) Systems Acquisition Directorate at the National Reconnaissance Office. Supports five senior managers responsible for the acquisition, development, and maintenance of a more than 20-billion-dollar national space asset portfolio. Provides direct operational support and acts independently on behalf of the LSPO Director, Deputy Director, Chief of Program Support, and Technical Director to task appropriate staff components. Develops office solutions and provides real-time prioritization when time is of the essence, composes documentation in accordance with government policies and practices and maintains working knowledge of all senior government office interfaces. The incumbent

is responsible for overseeing all LSPO front office processes, preparing and updating continually changing project schedules, prioritizing and coordinating project requests and arranging briefings and appropriate supporting material to ensure objectives are met. Manages and coordinates briefings to inform internal and external customers on program status, requirements, and system health supporting national goals and objectives.

Major Duties:

  • Provides direct executive services support to the Director, Deputy Director, and Technical Director. Provides technical, programmatic, and business operations support to the Chief of Program Support.
  • Responsible for the execution of business operations; resolves schedule and business process conflicts with senior government and contractor personnel. Exercises considerable individual judgement, initiative, protocol, and ingenuity. Inform senior managers of daily activities and pending actions as they arise.
  • Provides administrative, project, and logistics support to two Division Chiefs; Chief, Block 3 Division GS-15 and Chief, Special SIGINT Division (GS-15).
  • Provides training and guidance to more than 175 government/contractor personnel on administrative and staffing processes, senior manager calendar management, conference room scheduling processes through web-based tools, and NRO Travel Dashboard (eTrip).
  • Coordinates program level technical engagements with senior corporate executive stakeholders and industry partners in the Intelligence and Space communities.
  • Coordinates senior leadership travel and processes requests and reconciliations through online tools.
  • Provides Director' s Action Group support. Serves as an integral part of the Tracking Information and Enterprise Response (TIER) action coordination process. Anticipates coordination across multiple Program Office acquisition efforts and potential issues and provides solutions. Ensures actions are completed in a timely manner to meet customer requirements.
  • Assists in preparation and staffing review of Weekly Activity Reports (WARs) documenting accomplishments and identifying upcoming events and satellite acquisition progress and status.
  • Reviews all program talking papers and point papers utilized by Program Director in managing an $8B+ national intelligence asset portfolio. Staffs and coordinates associated briefings being utilized at the Directorate, NRO, DNI, DoD, and Congressional levels to ensure alignment with customer objectives.
  • Member of the LSPO Communication Unification Board charted to identify improvement areas of information and knowledge management. Analyzes existing processes, and determines priorities, goals, and new requirements to improve the current inter-office Microsoft SharePoint site with focus on enhancing program office communication and collaboration processes and tools. Reviews, recommends, and implements processes related to information sharing and access and applies process changes and tools to enhance efficiency.
  • Serves as Assistant Program Records Officer. Develops and maintains front office file plan; provides guidance, training, and oversight to division level team, assists Program Records Officer on policies and procedures maintaining subordinate level files plans as dictated by NRO instructions and policy.
  • Systems Program Office supply coordinator. Oversee and manages annual budget ~$30K-$40K in supplies. Orchestrates and coordinates with support personnel to ensure office supplies are available for personnel to perform their duties.
