The Senior Project Manager supports various activities related to the High-Speed Rail (Alto) project and the evolution of passenger rail services in Canada.

Reporting to the Sr Manager, Project Management Office, the incumbent will work closely with the various departments involved in the execution of the Alto initiative: legal, engineering, communications, procurement and property management.ย  He or she is responsible for coordinating, integrating and monitoring the project governance process. The agility of the Senior Project Manager will be paramount as the Alto project evolves in a complex context and multiple stakeholders (internal and external) will have to be mobilized in the execution for the success of the project.

The position is part of a team responsible for integrating information and analysis from across VIA Rail.ย  In this capacity, the Project Manager will work with multiple internal functions to help assemble and synthesize information that will support integrated analyses informing executive discussions and Government of Canada decision-making.

Project management:

  • Coordinate cooperative workshops to advance various Alto project planning and work activities;
  • Ensure the execution, monitoring and delivery of the project directly assigned to him/her (assess project scope, budget, timelines, risks and issues);
  • Facilitate work sessions with the Alto team and key stakeholders to develop solutions, resolve issues, resolve uncertainties and assess project risks;
  • Develop a project schedule supporting the various project milestones of the Alto project and presenting VIA Rail deliverables. Identify the critical path and ensure that mitigation plans are in place as required.
  • Establish quality and performance review processes, as applicable, to support the key milestones of the Alto project.
  • Participate in the implementation of the risk management process and foster a culture of sound risk management and mitigation plans.
  • Follow up the post-mortem process at the end of each project so that lessons learned are shared with those involved.

Governance and communication activities:

  • Support various governance activities in order to integrate multiple stakeholders into the project.ย 
  • Support governance activities related to the Alto initiative in accordance with Corporate Project Management Office work methods and industry best practices in project management;
  • Report on project progress (quality, schedule, costs, risks);
  • Support the preparation of presentation documents for governance meetings within the project, with the various executive committees, up to the Board of Directors, as well as for Transport Canada.

Requirements

  • Bachelor's degree in engineering, administration or related field;
  • A minimum of 10 years project management experience in operations or transportation. A combination of relevant education and experience may be considered;
  • Previous experience in the public sector would be considered an asset
  • Proven practical knowledge of project management activities and project management tools and methods, such as MS Project, SharePoint, EPM 2010 and Project Online (an asset);
  • Experience in executing major projects and coordinating cross-functional teams;
  • PMP certification
  • Experience of working in a matrix management environment.
