Job description

GAI Consultants is looking for a technically diversified Civil/Environmental Assistant Engineering Manager to support our Power Generation Environmental Engineering Group working hybrid at one of our Western PA offices (Homestead or Cranberry). This candidate will be able to perform project planning, design, engineering, permitting, and engineering services for civil/site, water resources, and water and wastewater projects. Essential Duties and Responsibilities: 

  • Supervising entry to mid-experienced technical specialists and EITs
  • Leading environmental compliance projects such as NPDES Permit regulation interpretation and permit strategy, in addition to sampling and discharge monitoring report preparation
  • Managing multi-disciplinary projects and leading the design and technical direction for civil/site, water resources, and/or wastewater components on power generation facility projects.
  • Deliverables may include Civil/Site Development and Access Road Grading Plans, Erosion and Sedimentation Control Plans, Stormwater Management Plans, Utility Design, and Relocation Plans, Maintenance and Protection of Traffic Plans, Hydrology and Hydraulic Reports, Permit Application Packages (earth disturbance, land development, highway occupancy, water obstruction and encroachment, water quality, etc), and Construction Plans, Specifications, and Opinions of Probable Cost.
  • Water and wastewater engineering and design, which may include collection, conveyance, treatment, pumping, and storage systems.
  • Water Resource engineering and design, which may include hydrologic and hydraulic analyses, drainage systems, channels, and stormwater management systems.
  • Design of temporary and permanent Stormwater Best Management Practices (channels, culverts, infiltration, detention, and/or retention structures).
  • The candidate will be responsible for maintaining the budget, schedule, and quality of Tasks and being up to speed on regulation changes and agency protocols and requirements.
  • The candidate will be responsible for the development of proposals, scopes of work, man-hour estimates, and work plans for engineering portions of work pursuits.
  • Domestic travel for periodic project site visits or client meetings (up to 10% of the time).

Qualifications: 

  • Bachelors (B.S.) degree from an accredited college in Environmental or Civil Engineering (M.S. degree a plus)
  • Professional Engineering license required
  • Project management experience (5+ years).
  • Knowledge of applicable regulations.
  • Strong verbal and written communication skills.
  •  Ability to work in a team environment and work independently as needed on project-specific tasks.
  • Ability to be efficient in planning and organizing workload.
  • Dedicated commitment to performing quality work with a positive attitude and work ethic.
  • Knowledge of AutoCAD Civil 3D and its use to generate site plans, surfaces, profiles, cross-sections, topographic plans, etc.
  • Knowledge of GIS software is a plus, including using Arc GIS software and using the software in modeling water and waste/water networks.

  • Analyzes complex problems across specialty areas appropriate to the practice of engineering.
  • Analyzes ethical dilemmas to determine appropriate courses of action.

Minimum Years of Experience

  • 10+

Education

  • B.S. or M.S. Engineering

Certification/Licensure

  • Professional Engineer (P.E.) License, reciprocity in multiple states.

Technical Responsibilities

  • Occasionally serves as the technical advisor for the practice in the application of advanced concepts and methods in an assigned area.
  • Keeps informed of new developments and requirements affecting the practice for the purpose of recommending changes in projects or applications.
  • Occasionally develops new techniques and/or improved processes, materials, or products.
  • Values and analyzes sustainable performance of complex engineering projects from a systems perspective.

Project and Task Management

  • Occasionally plans, schedules, and coordinates the preparation of documents or activities for multiple major projects or is responsible for an entire project of a practice.
  • Analyzes project management plans for complex engineering projects.
  • Understands project delivery uncertainties and uses risk management principles to address them.
  • Reviews operational procedures to ensure compliance with applicable policies and performance measures.

Management Responsibility

  • Supervises a staff of engineers and technicians.
  • Receives administrative supervision with assignments given in terms of broad general objectives and limits.
  • Provides continued mentored experience to senior staff.
  • Integrates professional attitudes relevant to the practice of engineering and fosters creativity, curiosity, flexibility, and dependability in staff.

Communication Skills

  • Applies principles of formal strategic and persuasive communications.
  • Represents their area of specialty within the practice and liaises with related individuals and practices.
  • Routinely interacts with practice leaders, clients, officials, contractors, and others.
  • Integrates concepts of effective teamwork and leadership.
