Job Role Summary

The Assistant Administrator will oversee the staff and operations of the MCPHD Infectious Disease, Immunizations, SSAS (Indianapolis Harm Reduction Team Safe Syringe Access and Support Program) Department. 

Essential Duties
  • Supervise and support a team of Nurse Epidemiologists responsible for the investigation of infectious diseases and interventions under 410 IAC 1-2.5-75 & 76. 
  • Supervise SSAS Peer Support Specialists responsible for the provision of harm reduction resources and education. 
  • Ensure compliance with Indiana Code 16-41-7.5 for the provision of syringe services through MCPHD and any external partners.
  • Plan for and arrange appropriate interventions for infectious disease outbreaks in collaboration with internal and external partners 
  • Develop and review program budgets, adhering to financial and ethical responsibilities. 
  • Manage relevant grant operations, including prospecting, management, and evaluation. 
  • Represent the organization and the Public Health Director in external affairs, including advocacy efforts for policies that advance public health. 
  • Liaise with police, government departments, social service programs, and community groups, maintaining positive, symbiotic relationships. 
  • Collaborate and develop partnerships with other healthcare professionals and public health colleagues to address and control certain infectious diseases 
  • Serve on county or state-wide task forces, coalitions, committees, and boards as the public health representative and infectious disease/harm reduction resource 
  • Assist in the review and revision of the local and state communicable disease rules 
  • Develop and maintain policies and procedures in accordance with the Centers for Disease Control and Prevention's recommendations, as well as other expert resources 
  • Provides technical guidance and acts as a resource for consultations on infectious disease control. 
  • Develop and coordinate subcontracts for external syringe services expansion. 
  • Manage staff and subcontractors to ensure availability of testing and immunizations. 
  • Assess inventory and order supplies, maintaining adequate levels of stock for operation. 
  • Assist with the development and delivery of educational opportunities and materials that are relevant to the programs. 
  • Help plan and implement publicity, promotional and community education activities. 
  • Assist in the collection of statistics, preparation of evaluation reports, correspondence, and other administrative tasks. 
  • Monitor all aspects of service quality. 
  • Devise, implement and research strategies to maximize the effectiveness of the programs. 
  • Attend meetings, training courses and other activities as directed by the Administrator. 
  • Serve as program back-up when needed 
  • Maintain a current file of referral sources; cultivate a network of resources and collaborate with inter/intra agency personnel involving referral activities. 
Associated Job Duties
  • Assumes responsibility for self-growth by attending in-services and/or conferences and engaging in other educational activities related to infectious disease control and harm reduction. 
  • Participates in public health emergency preparedness exercises and in the response to public health emergencies, as directed; 
  • Participates in a minimum of two H.O.P.E. events totaling a minimum of eight (8) hours annually; 
  • Perform other duties as assigned. 
Qualifications
  • Bachelor's degree in nursing and minimum five-year work experience in HIV, STDs, syringe exchange, Public Health and/or harm reductions strategies, or a very closely related field.
  • Master's degree in Nursing or Public Health preferred.
  • Access to a vehicle for frequent in-county travel.  
  • Must meet the "Driver Requirements" as stated in the Health and Hospital Corporation, "Vehicle/Driver Safety Program Policy 200-1".
Licenses/Certifications Required
  • Current clear/valid Indiana license as a Registered Nurse (RN)
  • Current CPR certification
  • Valid Indiana driver's license
Knowledge, Skills & Abilities
  • Knowledge of Public Health 10 Essential Services
  • Basic nursing skills expected
  • Extensive knowledge and commitment to principles of harm reduction
  • Proficient in Microsoft Office platform
  • Excellent verbal communication skills and strong interpersonal skills. Must be able to communicate effectively and tactfully with the public, Indiana Department of Health personnel, clinic staff at referral sites, coworkers and clients both orally and in writing
  • Effective response to stressful situations; and appropriate response in dealing with difficult clients
  • Ability to judge the safety of a situation and respond appropriately. 
  • Demonstrate ability to work effectively with individuals of diverse races, socio-economic statuses, housing statuses, variations in hygiene, ethnicities, ages, sexual orientations, and people who are current or former injection drug users
  • Must effectively orient and instruct new employees.
  • Sound judgement is essential in contacts with public, medical personnel, media, and public health community to ensure accurate and appropriate information dissemination.
Working Environment
  • May be exposed to inclement weather.
  • Must be able to lift and carry up to 40 lbs.
  • Hazards such as animal bites, allergens, unsafe dwellings, difficult or hostile clients.
  • Possible exposure to communicable diseases, infections; and other hazards, involved in clinic and community site visitations.
  • Frequent external contacts with health care and social service agencies concerning referrals and care coordination.
