About this Job MISSION: The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes. OVERVIEW OF POSITION: The Accountant 1 role provides essential accounting support within the agency, working directly with the Accountant Supervisor and indirectly with the Accountant Administrator.

It is a hands-on, operations-focused accounting position responsible for independently performing payroll processing, accounts payable functions, reconciliations, fiscal reporting, and supporting budget preparation. The role also maintains accounting procedures, ensures compliance, and assists with audit preparation and special projects. Key Competencies Needed to Succeed Technical Skills: Payroll processing knowledge (salaries, taxes, retirement, adjustments).

Understanding of accounts payable, reconciliations, and general ledger accounting. Analytical & Detail Orientation High accuracy in calculations, reporting, and reconciliation. Ability to identify discrepancies and resolve issues.\Process & Compliance Focus Ensuring proper documentation (e.g., W-9 management)

Maintaining procedure manuals and making process improvement recommendations. Communication & Collaboration Ability to confer with employees on payroll issues. Coordination with supervisors and administrators on reporting, projections, and closing activities.

Minimum Qualifications Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor's degree with twenty-four semester hours in accounting; OR A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information As an accountant, you will: Generate payroll data, perform calculations, and input adjustments (salaries, hours worked, back pay, taxes, retirement).

Reconcile payroll data to earnings and deductions reports. Remit federal taxes via EFTPS and prepare payments for state withholding and retirement. Ensure insurance changes in the Master Payroll Report are properly deducted in the correct pay period.

Prepare and balance audit documentation annually, including: Professional services Attorney fees Per diem schedules Prepare, update, and maintain the Accountant 1 Procedures Manual. Recommend and implement improvements to accounting processes and procedures Position-Specific Details: Appointment Type: Probation Career Progression: This position participates in a Career Progression Group. Compensation: The salary offered will be determined based on qualifications and experience.
