Summary of Job The City of Sheboygan is officially bringing Assessment Services back "in-house" and is excited to recruit for an Assessor III. This position is available starting 9/14/2026. The Assessment Services Division of the Finance Department is responsible for establishing fair and equitable property assessments by analyzing market data, property characteristics, and statutory requirements to ensure accurate valuations.
The division's work supports a transparent and reliable property tax system for the community. Under general supervision of the City Assessor, the Appraiser III engages in various complex appraisal activities using independent judgement in performance of their duties. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City in which the property is located.
All City employees are expected to be honest and truthful at all times. This position will work normal City Hall hours with potential for a few night meetings each year. Responsibilities Essential Responsibilities: Valuation of real property for property tax purposes.
Inspect all new construction and establish value. Analysis and application of income and expense information of income producing property. Analyze property sales and all other market/economic data to establish property values.
Compile data and prepare information/reports to substantiate property values. Prepare and analyze statistical reports. Explain to taxpayers the laws and procedures under which assessments are determined.
Attend property appeal proceedings to testify and defend assessments. Maintain property records by measuring and documenting descriptive information of land and improvements. Ability to determine fair market value of property through the application of recognized methods of property appraisal.
Examine and analyze documents and records for information relative to property values. Resolve complex valuation issues with attorneys, tax representatives, private appraisers and taxpayers. Process assessment appeals and participate in and prepare appraisal reports for appeal proceedings.
Present and defend the accuracy of assessments during appeal proceedings. General Responsibilities: Interpret and explain property tax policies and procedures. Communicate orally with diverse groups of people at multiple levels.
Use of tact, diplomacy, and excellent judgment when interacting with the public, co-workers, and elected officials. Education & Experience Associate's degree in business, real estate, or related field required. Minimum of four (4) years assessing experience required. Possession of State of Wisconsin certification at the level of Assessor 3 or obtaining such within 90 days of hire required.
Possession and maintenance of valid driver's license and auto insurance in accordance with state of Wisconsin law required. May require use of personal vehicle while on the job. Knowledge, Skills, and Abilities Maintains prompt, predictable, and regular physical attendance.
Ability to communicate information and ideas verbally and in writing so that others will understand. Experience using Microsoft Office Suite applications within a workplace setting. Knowledge of mathematical and statistical analysis used in real property mass appraisal.
Knowledge and ability to interpret work-related materials such as Wisconsin State Statues and Case Law, the Wisconsin Property Assessment Manual, and the Uniform Standards in Professional Appraisal Practice.
