Description

The Program Analyst will provide advanced data analytics, business intelligence, and information technology support to the Secretary of the Air Force Office of Small Business Programs (SAF/SB). This role supports Air Force acquisition and business transformation initiatives by integrating data-driven insights, business knowledge management, and IT solutions to enhance transparency, efficiency, and decision-making across the acquisition enterprise.


The ideal candidate will support infrastructure, business knowledge management, and change management efforts to ensure the successful integration of continuously improving business processes into Air Force acquisition operations.



Key Responsibilities
  • Provide IT-related services supporting infrastructure, business knowledge management, and change management initiatives across the Air Force acquisition enterprise.
  • Identify, define, and document data requirements for business intelligence solutions, including standard and ad hoc reports, dashboards, data visualizations, and advanced analytics.
  • Design, develop, and support business intelligence products that enable leadership insight into program, portfolio, and acquisition performance.
  • Perform process reengineering activities to optimize business workflows and improve data quality, accessibility, and transparency.
  • Conduct information technology assessments, including engineering, implementation, sustainment, and training support for acquisition-related IT systems.
  • Perform business data and data structure analysis and design, ensuring alignment with enterprise architecture and data governance standards.
  • Evaluate, select, and support the procurement, training, and stand-up of Commercial-Off-the-Shelf (COTS) and Government-Off-the-Shelf (GOTS) solutions.
  • Conduct alternative system design assessments and provide recommendations based on cost, risk, feasibility, and performance considerations.
  • Provide analytical support to evaluate emerging IT and IT-related technologies, including prototype solutions.
  • Identify, assess, and present prototype solutions to SAF/SB leadership, including findings, benefits, risks, and implementation recommendations.
  • Support benchmarking efforts, operational capability demonstrations, and acquisition of commercial program and portfolio management tools, modeling and simulation tools, and related technologies.
  • Assist with the design, integration, database population, maintenance, and sustainment of tools that enhance best practices and program transparency.
  • Work extensively with business knowledge management tools to support collaboration, data sharing, and organizational learning.
  • Provide consulting and business planning services to support continuous improvement initiatives, including acquisition IT strategies, enterprise architecture alignment, business program planning, and performance assessment.
  • Conduct risk, trade-off, requirements, alternatives, and feasibility assessments in support of acquisition decision-making.
  • Develop and maintain support plans, processes, procedures, and system documentation that enhance collaboration and data transparency.
  • Promote continuous communication with SAF/SB stakeholders through regular in-person meetings, virtual collaboration, email, and telephonic engagement.
  • Deliver high-quality software products and support services in accordance with industry best practices and Air Force standards.
  • Perform additional duties within the scope of this role as authorized and assigned by the Contracting Officer's Representative (COR).

Requirements

  • Active Secret security clearance
  • Bachelor's degree in Business Analytics, Information Systems, Computer Science, Engineering, or a related field (or equivalent experience)
  • Experience supporting business intelligence, data analytics, or enterprise IT solutions in a federal or DoD environment
  • Strong experience with data analysis, reporting, dashboarding, and data visualization tools
  • Experience working with COTS/GOTS systems and enterprise IT solutions
  • Knowledge of business process improvement, change management, and systems integration
  • Strong written and verbal communication skills with the ability to present findings to senior leadership
  • Experience working in a collaborative, customer-facing environment
Desired Qualifications
  • Prior experience supporting Air Force or DoD acquisition organizations
  • Familiarity with program and portfolio management tools, modeling and simulation tools, or acquisition data systems
  • Experience with business knowledge management platforms
  • Background in enterprise architecture, data governance, or IT modernization initiatives
  • Experience supporting small business or acquisition policy organizations
