This position has a typical 2026 salary range of $107,446- $164,301 (without locality).
Qualifications/Requirements:
The primary purpose of this position is to serve as a Civil Engineer and the Air Force's (AF) Geotechnical Engineering and Pavement Materials & Testing SME (hereafter referred to as the AF Geotechnical Engineering SME) pertaining to Air Force-wide infrastructure projects and materials testing of roadways and airfields in paved and unpaved surfaces.
• Must be a U.S. Citizen
• Must be able to obtain and maintain a Secret Security Clearance
• May be required to work irregular duty hours including evenings, weekends, and/or holidays on occasion
• Occasional travel away from the regular duty location may be required
• Develops, recommends, or proposes implementing policies, criteria, procedures, and standards.
• Prepares technical articles, Unified Facility Criteria, Air Force Instructions, Air force Manuals, guidance, training, and other official publications and forms of information transfer for the Air Force.
• Provide consultant services to the Air Staff, MAJCOMS, and bases.
• Researches requirements and develops research and needs relating to geotechnical engineering and pavement and testing for buildings and pavements infrastructure systems for worldwide CE organizations.
• Represents the Air Force on committees and technical working groups staying current on policy and technical development.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
• Extensive knowledge of geotechnical engineering and pavement materials & testing regulations, policies, practices, tools, and procedures covering the design, construction, maintenance, and operations of infrastructure and facilities in these engineering disciplines.
• Knowledge of Tri-Service, other federal agencies and committee participation requirements; knowledge of standard contracting regulations, practices, and procedures.
• Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions and skill in use of Microsoft Excel and Access to analyze and solve engineering issues.
• Knowledge of program planning and budgeting cycles, financial control and budget systems, and management.
• Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
OTHER REQUIREMENTS/SIGNIFICANT FACTS:
For Civil Engineer (0810):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
