Job description

VISTA Technology Services, Inc. (VISTA) is seeking an experienced Acquisition Logistics Analyst to support logistics sustainment strategies and planning for a NAVSEA program in all stages of acquisition (new construction to end of life extensions) and provide senior-level updates to senior leadership. This is position reports onsite a minimum of 3 days a week in Washington, D.C.
Responsibilities:
  • Research, analyze, assess and coordinate acquisition logistics program documentation including capabilities documents, acquisition strategy, acquisition decision memorandums, affordability estimates, cost analysis, requirements, Integrated Logistic Sustainment Plans (ILSP), Sustainment Plans, Spares Plans
  • Assist with development and tracking of acquisition logistics documents, action items, risks, and provide status updates and briefs
  • Provide related acquisition logistics and management activities conducted to ensure supportability implications are considered early and throughout the acquisition process to minimize support costs and provide the user with the resources to sustain the system in the field
  • Work with Program Executive Office (PEO) in development, procurement and sustainment of Mine Warfare Systems
  • Ensure Integrated Logistic Support (ILS) programs and processes reflect appropriate acquisition guidelines and requirements are met and proper support data elements are factored into the Life Cycle Cost (LCC) estimates
  • Provide inputs to acquisition products including Statement of Work (SOW), Contract Data Requirement List (CDRL), Life Cycle Sustainment Plan (LCSP), and Engineering Change Proposal (ECP) documentation
  • Develop and update Provisioning Technical Documentation (PTD), Allowance Equipage List (AEL), and Allowance Parts List (APL) and coordinate material and logistics requirements for fielding, alteration, or repair
  • Travel to government and contractor facilities in Continental United States (CONUS) locations in support of program meetings, reviews, and other activities

Basic Qualifications:
  • Bachelor's degree AND 5+ years of Navy/DoD relevant life cycle acquisition and ILS (Integrated Logistics Support) program experience OR 8 years of Navy/DoD relevant life cycle acquisition and ILS experience will be considered in lieu of a degree
  • 5 years of experience developing and monitoring Navy/DoD acquisition life cycle logistic plans including Integrated Logistic Sustainment Plan (ILSP), Sustainment Plan (SP), Configuration Management Plan (CMP), Spares Plan
  • Experience providing acquisition logistics life cycle support to Navy/DoD program executive office (PEO)
  • Knowledge of the DoD 12 Integrated Product Support (IPS) Elements to plan, manage and execute system life cycle product support
  • Knowledge of the DoD ACAT acquisition process, including regulations, directives, and statutes
  • Knowledge and experience applying DoD 5000 series policies to DoD programs
  • Ability and willingness to travel to various locations within the U.S. as needed
  • Active DoD Secret Clearance required

Additional (Highly Desired) Qualifications:
  • NAVSEA program office acquisition logistics life cycle support experience
  • Knowledge of Mine systems and Mine Countermeasures systems
  • Knowledge of the Navy's application of the DoD acquisition process, such as contracting and sea trials, and key naval acquisition roles and organizations
  • Acquisition Certifications

Salary at VISTA is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $105,000.00 to $130,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees. We also offer a competitive leave package and a generous benefit plan which includes medical, dental, vision, life and disability insurance, tuition assistance, and an employer matching 401(k) plan.
