Job description

About this Role: 
The IT Strategic/Financial Analyst provides financial management, budget formulation, and strategic planning support for the Administration for Children and Families (ACF) Technology division, managing an annual IT budget of over $90M. This role supports the full lifecycle of federal IT budget activities, including formulation, execution, reporting, and Capital Planning and Investment Control (CPIC) processes. The analyst delivers data-driven insights and evidence-based recommendations to optimize IT investments, achieve cost savings, and ensure compliance with federal financial management regulations, OMB guidance, and agency priorities. 
Key Responsibilities: 
  • Develop and deliver annual and multi-year IT budget formulation documents in alignment with ACF priorities. 
  • Track and monitor execution of $90M+ IT budget, ensuring compliance with reporting requirements and federal appropriations law. 
  • Support CPIC processes, IT Dashboard submissions, and agency portfolio reviews with strategic recommendations. 
  • Prepare business cases, trade-off analyses, and financial reports for ACF leadership, OMB, and oversight bodies. 
  • Conduct cost-benefit analyses, spend plan reconciliations, and unliquidated obligation (UDO) reporting. 
  • Provide executive-level financial briefings and recommendations to improve IT portfolio performance. 
  • Collaborate with federal stakeholders on budget planning, execution, and investment decisions. 
  • Maintain financial documentation and ensure audit readiness and compliance with OMB guidance. 
Qualifications and Skills: 
  • Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or related field. 
  • 5+ years of experience in federal budget formulation, execution, and financial management. 
  • Knowledge of federal budget processes, OMB requirements, CPIC, and appropriations law. 
  • Advanced financial analysis, cost-benefit analysis, and reporting skills. 
  • Proficiency in Microsoft Excel and financial modeling. 
  • Strong communication skills with ability to brief senior leadership. 
  • Attention to detail and ability to meet deadlines. 
Desired Skills and Competencies: 
  • Master’s degree in Finance, Accounting, or related field. 
  • CPA, CFA, CGFM, or equivalent certification. 
  • Experience with ACF, HHS, or similar federal agencies. 
  • Proficiency with BI/reporting tools (Power BI, Tableau). 
  • Familiarity with federal acquisition processes and IT investment management.
