Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

POSITION SUMMARY

The Subcontracts/Contracts Administrator supports CPMC's PMO contract with HHS/ORR by administering the full contract and subcontract lifecycle for the UAC Legal Services program. This individual will draft, negotiate, execute, and administer subcontracts and consultant agreements with legal service providers and other vendors, ensuring full compliance with the FAR, HHSAR, agency-specific clauses, and CPMC internal policy. All contract data, obligations, modifications, and invoicing must be maintained in Microsoft Dynamics 365 (the contract ERP).

KEY RESPONSIBILITIES
  • Draft, review, negotiate, and execute subcontracts, consultant agreements, teaming agreements, NDAs, and modifications supporting the HHS/ORR UAC PMO.
  • Administer the full contract lifecycle — solicitation support, award, performance, modifications, closeout — in accordance with FAR, HHSAR, and CPMC procedures.
  • Load, maintain, and audit all contract and subcontract records in Microsoft Dynamics 365 (ERP), including funding, period of performance, CLIN structures, invoicing schedules, and modifications.
  • Serve as the primary point of contact for subcontractor administrative issues; coordinate with HHS Contracting Officers (CO) and Contracting Officer Representatives (COR) as directed by the CPMC PMO.
  • Review subcontractor invoices for allowability, allocability, and reasonableness before routing to Finance for payment through Dynamics 365.
  • Track deliverables, milestones, and small business subcontracting plan commitments; produce monthly compliance reports to the PMO.
  • Maintain contract files (electronic) in accordance with HHS record retention requirements and CPMC document control procedures.
  • Support audits (DCAA, agency IG, internal) and respond to data calls from HHS/ORR and the CPMC Program Manager.
  • Monitor SAM.gov registrations, representations and certifications, and flowdown clause compliance for every subcontractor on the program.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Business, Contract Management, Finance, or a related field; equivalent experience will be considered.
  • Minimum 5 years of federal contracts/subcontracts administration experience, with demonstrated HHS (preferably ACF, ORR, CMS, or HRSA) contract experience.
  • Handson working knowledge of Microsoft Dynamics 365 (Finance & Operations or Business Central) for contract, subcontract, and vendor administration.
  • Working knowledge of FAR, HHSAR, CAS, and costtype/CPFF/T&M contract vehicles.
  • Proficiency in Microsoft 365 (Excel, Word, Teams, SharePoint).
  • PREFERRED QUALIFICATIONS
  • Prior experience supporting an HHS/ORR, ACF, or immigrationrelated program.
  • CFCM, CPCM, or NCMA certification.
  • Experience with small business subcontracting plans and SDVOSB flowdowns.

CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.
