Job description

This role is based in the Greater St. Louis area.

Onsite 5 days/week initially, may transition to hybrid later.

The Project Manager (PM) leads the end-to-end implementation and stabilization of the Missouri Enrollment Broker (EB) and Premium Collection Services program. This role is accountable for delivering the program on time, within scope and budget, and in compliance with contractual and regulatory requirements.

The PM oversees all phases of delivery—from planning through go-live and transition to operations—while coordinating cross-functional teams and serving as the primary point of contact for internal leadership and Missouri state stakeholders.

Key Responsibilities

Project & Program Leadership

  • Own full project lifecycle: planning, execution, monitoring, go-live, and stabilization
  • Develop and manage project plans, scope, schedules, and governance artifacts
  • Coordinate implementation across eligibility, enrollment, billing, systems integration, communications, and operations
  • Ensure alignment with PMO standards, PMI PMBOK practices, and contractual requirements

Team Leadership

  • Lead a cross-functional team (PMs, Business Analysts, IT, Change Management, Deliverables)
  • Set priorities, manage workloads, and resolve escalations
  • Promote accountability, transparency, and continuous improvement

Stakeholder Management

  • Serve as primary liaison for state stakeholders and executive leadership
  • Deliver clear status reports on progress, risks, and milestones
  • Facilitate governance meetings and drive decision-making
  • Manage expectations and proactively address risks and changes

Delivery Oversight & Risk Management

  • Monitor scope, schedule, budget, and quality; take corrective action as needed
  • Manage risks, issues, dependencies, and escalation processes
  • Ensure compliance with regulatory, contractual, and organizational requirements

Continuous Improvement

  • Identify opportunities to improve delivery efficiency and quality
  • Lead lessons learned and post-implementation reviews
  • Support PMO best practices and process improvement initiatives

Qualifications

Education & Certifications

  • Bachelor's degree in Business, IT, Healthcare, or related field (preferred)
  • PMP certification (required)
  • Agile certification (preferred)

Experience

  • 7–10+ years managing large, complex, cross-functional projects
  • Experience with systems integration, operational readiness, and process transformation
  • Government or public-sector experience required
  • Healthcare/Medicaid or regulated industry required
  • Prior leadership or supervisory experience a plus

Skills

  • Strong expertise in PMBOK, Agile, and hybrid delivery models
  • Ability to manage scope, schedule, budget, and risk in high-visibility programs
  • Excellent communication and stakeholder engagement skills
  • Strong analytical, organizational, and problem-solving abilities
  • Proven ability to lead teams, manage multiple priorities, and deliver under tight timelines
  • Proficiency with MS Project, Smartsheet, Jira, and MS Office
