Job description

TransCore (TRN), a subsidiary of ST Engineering, is actively seeking experienced Senior Scrum Masters to join our Software Development team. This position will be based in San Diego, CA.

Summary

As a Senior Scrum Master at TransCore, you will champion the optimization of the Scrum-based Agile delivery process across multiple cross-functional teams building and modernizing mission-critical Toll and Intelligent Transportation Systems. You will provide leadership and coaching to Product Owners and engineering teams aligned to TransCore’s Infinity®, MPS/Host, roadside systems, and emerging AI/ML capabilities. This role is both strategic and hands-on—driving delivery excellence, enabling team self-management, improving cross-tier architecture flow, and supporting platform transformation (containerization, cloud alignment, automation).

You will be a key force in elevating Agile maturity across the organization while ensuring predictable, high-quality delivery across complex hardware-software ecosystems.

Work Arrangement: This is a hybrid position (onsite/remote), and occasional travel will be required to other TransCore offices and client sites per business needs.

Key Responsibilities

Agile Leadership Across Multiple Teams

  • Lead Agile delivery for 1-3 Scrum teams across lane systems, Infinity UI/services, MPS/Host pipelines, OCR/ML workflows, and deployment readiness.
  • Coach and mentor Scrum Team, providing guidance, training, and feedback to elevate overall Agile maturity.
  • Ensure consistent application of Agile principles across teams and alignment with TransCore’s engineering model.
  • Recommend and guide adoption of better/best practices when appropriate.
  • Help establish and actively contribute to a Scrum Master Community of Practice to promote knowledge sharing, consistency in Agile practices, and continuous improvement across teams.

Strategic Delivery Ownership

  • Initial focus is to partner with R&D leadership to align sprint execution with enterprise goals such as:
    • Platform modernization
    • Shift to containerized and cloud-ready services
    • Audit automation and ML model lifecycle improvements
    • Infinity ecosystem enhancements
  • Manage cross-team coordination for features that span multiple tiers and technologies (Lane → MPS → Host → Cloud Services).
  • Ensure delivery predictability by tracking key Agile metrics, facilitating data-driven decisions, and continuously improving team performance.

Proactive Impediment Resolution at the Organizational Level

  • Remove systemic impediments impacting engineering velocity and quality.
  • Work directly with:
    • DevOps/Infrastructure (CI/CD, VM images, Linux/Windows alignment)
    • Architecture (platform strategy, service modernization)
    • Hardware Engineering (controller firmware, ATD/AVI integrations)
    • Field Deployment (baseline loads, parameter packages)
    • Vendor teams and DOT/state stakeholders
  • Anticipate risks early, escalate appropriately, and help eliminate recurring bottlenecks.
  • Track recurring impediments, drive root-cause analysis, and implement sustainable solutions to prevent reoccurrence.

Champion Backlog Quality and Product Alignment

  • Influence backlog structure and flow—not just facilitate it.
  • Partner with the Product Owner to ensure the product backlog is well-groomed, prioritized, and aligned with business value and sprint goals.
  • Facilitate collaboration between Product, Engineering, and stakeholders to maintain clarity on scope, dependencies, and acceptance criteria.
  • Partner with Project Teams, and Product Owners to ensure:
    • Clarified priorities across teams
    • Features broken down into incremental deliverables spanning complex systems
    • Acceptance criteria reflect real-world scenarios
  • Promote high-quality backlog refinement practices, ensuring user stories are clear, testable, appropriately sized, and ready for development.
  • Ensure sprint work aligns with product vision, roadmap priorities, and measurable business outcomes.
  • Collaborate with Product Management to ensure Roadmaps are realistic and aligned with engineering capabilities

Drive Continuous Improvement at Scale

    • Lead organization-wide improvement initiatives:
      • CI/CD optimization
      • Reduction of cross-tier defects
      • Increased automation (functional, integration, synthetic lane tests)
      • More efficient regression cycles (especially for AI/ML model updates)
      • Better SME knowledge capture and parameter management
    • Drive continuous improvement by facilitating retrospectives, promoting actionable insights, and implementing measurable enhancements across teams.
    • Use Agile metrics and team health indicators to identify improvement opportunities and guide sustainable performance gains at scale.

    Strengthen Cross-Functional Communication & Stakeholder Alignment

    • Facilitate alignment between Product, R&D, PMO, Deployment, QC/QA, and Field Services.
    • Serve as a bridge between Agile teams and stakeholders, proactively addressing alignment, clarifying objectives, and ensuring cohesive execution against strategic goals.
    • Improve transparency around sprint goals, risks, dependencies, and release readiness.
    • Act as a trusted advisor to engineering leadership regarding delivery health.

    Foster High-Performance, Self-Managing Teams

    • Develop engineering teams into highly accountable, predictable units capable of:
      • Independent decision-making
      • Managing cross-tier dependencies
      • Early risk identification
      • Stable sprint commitments
    • Reduce team reliance on escalation and external intervention.
    • Coach and empower Agile teams to become high-performing, self-managing units capable of delivering consistent, high-quality outcomes.

    Advance TransCore’s Organizational Transformation

    • Lead Agile maturity efforts across R&D and Deployment.
    • Mentor teams through:
      • Cloud-native adoption
      • Containerization workflows
      • DevOps maturity assessments
      • ML/AI lifecycle integration
    • Help establish a culture of transparency, lean thinking, continuous learning, and experimentation.
    • Partner with leadership and cross-functional teams to embed Agile frameworks, strengthen governance, and improve delivery capabilities across the organization.
    • Facilitate and contribute to Agile transformation initiatives, preparing teams for scalable delivery models and cross-team synchronization in a growing product organization.

    Qualifications

    Required

    • BS in Computer Science, Software Engineering, or equivalent experience
    • 5+ years’ experience as a Scrum Master, Team level Agile Coach, or similar role.
    • Demonstrated experience coaching teams at scale and mentoring other Scrum Masters.
    • Proven success driving Agile transformation in complex, multi-tier technical environments.
    • Strong understanding of DevOps practices and modern software delivery models.
    • Exceptional communication, facilitation, and conflict-resolution skills.
    • Deep experience removing systemic impediments in matrixed organizations.

    Preferred

    • Experience in transportation systems, tolling, or other mission-critical hardware/software ecosystems.
    • Exposure to .NET, SQL Server, Angular, Docker/containers, CI/CD pipelines, Linux/Windows admin basics.
    • Experience supporting AI/ML pipelines and model deployment cycles.
    • Background interacting with hardware engineering, field deployment teams, or large public-sector programs.
    • Agile certifications such as CSM, SSM, PSM-II, PSM-III, CSP-SM, or PMI-ACP.
    • Experience in scaled environments such as SAFe, LeSS, Scrum@Scale, etc.

    Pay Range: $120,000 - $145,000 per year based upon qualifications and experience.

    While performing the duties of this job, the employee may be seated for extended periods of time. The employee is occasionally required to stand, walk, and reach with hands and arms. The employee may occasionally lift and/or move up to 15 pounds. The noise level in the work environment is usually moderate.
