Job Summary:
The Bureau of Medicaid Systems is seeking an experienced Enterprise Project Manager to oversee Medicaid Systems Operational Management. The role requires a highly organized and dynamic individual who can manage a diverse team, including testers, business analysts, helpdesk support, project coordinators, and other staff, in a fast-paced environment. The position involves overseeing operations, ensuring system performance, and managing escalations while working closely with various internal and external stakeholders. This role requires onsite presence for no less than 3 days per week.

Key Responsibilities:

  • Systems Administration & Support:
    • Oversee system administration for the Data Operations Hub, Member Management System, Atlassian Suite, and other supporting systems.
    • Coordinate with vendors, Office of Cyber Security, and Enterprise Architecture teams to ensure systems are properly maintained.
  • Team Leadership & Coordination:
    • Lead a team of approximately 100 staff across production support, helpdesk, interface support, and operational activities.
    • Motivate and ensure the team accomplishes mission-critical objectives.
  • Incident & Escalation Management:
    • Handle internal and external escalations, ensuring timely resolutions and effective communication of outcomes.
    • Manage incident management processes and provide on-call support outside of regular business hours.
  • Compliance & Security:
    • Ensure adherence to security requirements (CMS, SSA, etc.), monitor findings, and ensure timely completion of recommendations.
    • Serve as the SME for system operations during audits and security tests.
  • Vendor & SLA Management:
    • Work with contract monitors to ensure SLAs are set and monitored.
    • Manage relationships with external vendors and ensure proper support and licensing are in place.
  • Operational Process Management:
    • Implement and monitor operational processes, including change, release, and incident management.
    • Identify opportunities to streamline operations and reduce costs.
  • Reporting & Communication:
    • Produce dashboards and reports to communicate system status to leadership.
    • Ensure data operations meet agency needs and respond promptly to inquiries.

Required Skills & Experience:

  • 3+ years of experience managing system operations and administrative functions.
  • 3+ years of project management experience related to system operations and administrative functions.
  • Ability to manage external vendors and oversee ticketing systems for application support.
  • Strong incident management skills with the ability to provide after-hours support as needed.
  • Effective communication skills for internal and external stakeholders.

Preferred Skills & Experience:

  • Experience managing operations of Medicaid Enterprise systems.
  • Experience with AWS Cloud Certifications and Atlassian Administration.
  • Ability to manage teams and provide guidance to both technical and operational staff.
  • Experience preparing reports and making presentations to leadership.

Additional Skills:

  • Knowledge of mission, programs, and objectives.
  • Strong understanding of the system development lifecycle.
