Position Title: Project Manager – Consultant (9610)
Location: Columbia, SC 29201
Work Arrangement:
  • Fully onsite initially
  • Eligible for telecommuting 2 days per week after 3 months, subject to project milestones
Contract Duration: 12 months
Interview Process: 1 round – Virtual/Online
Candidate Location Requirement:
  • Must be a South Carolina resident
  • No relocation allowed

Key Responsibilities
  • Serve as Project Manager for the Application Migration and Modernization initiative.
  • Lead and manage large-scale, moderate-to-high complexity projects using hybrid Agile methodologies.
  • Ensure projects are delivered on time, within scope, and within budget.
  • Coordinate across business leaders, product owners, technical teams, and external vendors.
  • Facilitate Agile ceremonies including sprint planning, daily stand-ups, reviews, and retrospectives.
  • Develop and deliver executive-level project updates and presentations.
  • Manage project risks, dependencies, issues, and change requests.
  • Support enterprise-wide planning and systems integration efforts.
  • Ensure compliance with state procurement, fiscal, and contractual policies.
  • Lead contract negotiation and vendor management activities.
  • Coach and mentor junior project managers and project staff.
  • Interpret and apply relevant laws, regulations, and agency policies.

Required Qualifications
  • Bachelor's degree in Business, Public Administration, Information Systems, or a related field.
  • Project Management Professional (PMP) certification – Required.
  • 5+ years of experience managing large-scale projects of moderate complexity and risk.
  • Demonstrated experience leading Agile teams and managing full project lifecycles.
  • Agile certifications such as:
    • PMI-ACP (Agile Certified Practitioner)
    • SAFe Agilist (SA)
    • Disciplined Agile Scrum Master (DASM)
  • Proficiency with Agile project management tools including Microsoft Planner (Premium), JIRA, or similar platforms.
  • Strong written, verbal, and executive-level communication skills.
  • Ability to work independently and manage multiple priorities effectively.

Preferred Qualifications
  • Master's degree in Business Administration, Public Administration, Information Technology, or a related field.
  • 10+ years of project management experience in a government or enterprise environment.
  • Experience leading application migration projects for government agencies.
  • Experience managing complex IT initiatives.
  • Prior experience working with South Carolina state agencies.
  • Knowledge of state government procurement and fiscal policies.
  • Experience with vendor management and contract negotiation.
  • Strong understanding of enterprise systems and cross-agency collaboration.
