Job description

Duties Description The Office for People with Developmental Disabilities (OPWDD), is seeking a Youth Program Supervisor to coordinate the Employment Training Program (ETP), provided through supported employment (SEMP). This program is designed to provide people with individuals with developmental disabilities with training and on-the-job work experience that will lead to competitive employment.
PRIMARY DUTIES AND RESPONSIBILITIES include but are not limited to:
As a Youth Program Supervisor, the responsibilities of the incumbent may include but are not limited to the following:
โ€ข Evaluate individual application packets for ETP acceptance and eligibility. Packets include Psychological or Psycho-Social Reports, Life Plans, Work History, Behavioral Plans, recommendations, and other information.
โ€ข Interview applicants and prepare interview summary, determine the applicant's work readiness.
โ€ข Work with care managers, SEMP Provider Agencies, and residential staff to determine eligibility for ETP.
โ€ข Provide orientation and prepare the required employment documents for the applicant to become an OPWDD employee.
โ€ข Provide an ETP orientation to the accepted individuals outlining program requirements.
โ€ข Meet with participants to discuss and outline a career plan for the individual. Determine employment expectations and provide a clear outline of the qualifications needed in a chosen field.
โ€ข Monitor provider agencies and the quality and quantity of service provided by ETP. Collect service delivery data from providers and evaluate. Monitor job development and discovery services to assure timely completion and determine if these SEMP activities are benefiting the individual and advancing their employment goals.
โ€ข Review and approve the Discovery Report completed by Provider Agencies. Evaluate the information in the discovery report to determine work readiness and approve job development or recommend another service.
โ€ข Evaluate the work-site placements developed by providers to ensure that the position matches the skills and abilities of the individual.
โ€ข Prepare and submit payroll by collecting time sheets and calculating the total hours worked.
โ€ข Visit jobsites and meet with employers to determine if the person is meeting the expectations of the business.
โ€ข Conduct regular Job Readiness Classes with the curriculum provided. Add resources as needed.
โ€ข Schedule quarterly meetings with providers to review services. Facilitate these calls and highlight challenges and programmatic concerns.
โ€ข Provide technical assistance to SEMP and Pathway Providers.
โ€ข Support Central Office staff with reports, information and regular communication to assure data collection for statewide reporting.
โ€ข Work closely with provider agencies to assist people with IDD to develop successful internship experiences. Evaluate the work-site placements developed by providers to ensure that the position matches the skills and abilities of the participants.
โ€ข Work closely with school districts to assist in the transition of students from high school to OPWDD adult employment services. Meetings and regular communication with school district transition coordinators and teachers.
โ€ข Complete regular Progress Reports for everyone in the program to determine their vocational progress and additional programmatic needs.
โ€ข Assist in the development of procedures and policies that shape employment services at OPWDD.
โ€ข Present at Transition Fairs as requested; attend statewide ETP meetings in Albany.
โ€ข Perform outreach and training of new SEMP and Pathway providers. New SEMP and Pathway providers require a great deal of assistance in understanding OPWDD regulations and ADM's as well as what represents quality of services.
โ€ข Recommend/approve additional SEMP hours for a participant based on need.
โ€ข Utilize the statewide ETP database and assure that the status of each person in their program is accurate.
โ€ข Continually recruit and serve people with intellectual developmental disabilities who would like to obtain employment.

Minimum Qualifications Non-Competitive:
Five years of professional experience in a human services program providing occupational guidance to disadvantaged youth or individuals with intellectual and/or developmental disabilities.
Additional Comments NOTE: Up to 50% travel (Some evenings, weekends and holidays required).
โ€ข Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 16 ($59,994) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($76,359).
โ€ข The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
โ€ข Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
โ€ข All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
โ€ข If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
