Theย Water/Wastewater Practice is seeking a Project Manager in Portland, OR, Beaverton, OR, or Salem, OR.

The ideal candidate will lead complex municipal (special purpose district and/or city) water and wastewater projects. This role is suited for an experienced engineer who can independently manage major projects and/or design tasks, play a key role in mentoring staff, and focus on delivering high-quality projects while managing and building client relationships, financial performance, and team coordination.

What You'll DoKey Responsibilities:Project Management, Technical Leadership, & Deliveryย 
  • Lead planning and design for municipalย (special purpose district and/or city)ย water and wastewater systems, including:ย ย 
    • Conveyance and pumping systemsย ย 
    • Storage and distribution systemsย ย 
    • Collection systems and treatment facilitiesย 
  • Manage scope, schedule, budget, and qualityย ย 
  • Coordinate multidisciplinary teams and subconsultantsย ย 
  • Oversee project financials including forecasting, invoicing, and profitabilityย ย 
  • Ensure successful project closeout and client satisfactionย ย 
  • Manage complex design tasks and coordinate multidisciplinary teamsย 
  • Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimatesย 
  • Ensure compliance with applicable regulatory requirements and design standardsย 
  • Serve as Engineer of Record or technical lead on projectsย 
Client Management & Business Developmentย 
  • Serve as primary point of contact for key municipalย (special purpose district and/or city)ย water/wastewater clientsย 
  • Build andย maintainย strong client relationshipsย ย 
  • Identifyย new opportunities, support proposal development, and collaborate on market growth strategiesย 
  • Support or lead proposal development and project pursuitsย 
  • Represent DEA at industry events, professional organizations, and community initiatives to strengthen relationships and market presenceย 
Team Leadershipย 
  • Lead and mentor project teamsย 
  • Provide direction to task leaders and technical staffย ย 
  • Mentor and develop junior staff, fostering collaboration and accountabilityย 
What You BringRequired Qualifications:
  • Bachelor's degree in Civil Engineeringย (or related field); PE license required or ability to obtainย ย 
  • 8+ years of progressive civil engineering experience, with a focus on water and wastewater systemsย ย 
  • Strong experience in municipal (city and/or special purpose district) water/wastewater system designย ย 
  • Experience managing municipal water/wastewater projects through multiple phases of deliveryย ย 
  • Proven ability to lead design tasks and coordinate project teamsย ย 
  • Familiarity with public agency processes, permitting requirements, and regulatory coordinationย ย 
  • Experience supporting full project lifecycle, from planning and design through constructionย ย 
  • Proficiencyย with standard engineering tools (e.g., hydraulicย modeling, drafting/design software, Bluebeam, spreadsheets)ย ย 
  • Strong communicationย and technical writing skillsย ย 
  • Experience mentoring or supervising junior staffย
