Job description

Sigmatech is currently seeking a Joint Training and Exercise Planner SME in Colorado Springs to support the Joint Education and Training Division for the Space Operations Force to include:

  • The contractor shall Support the planning, development, execution, and analysis of joint exercises and wargames. Wargame events may include wargames, Table Top Exercises (TTXs), Rehearsal of Concept (ROC) drills, and seminars.
  • Providing on-site support and assistance to plan, develop, execute, and analyze joint exercises and wargames, establish the Joint Exercise Life Cycle for USSPACECOM Tier 1 exercises, Joint Task Force Space Defense (JTF-SD) Tier 2 exercises, and Combined Forces Space Component Command (CFSCC) Tier 2 exercises, and support to all reciprocal events at other Combatant Commands.
  • The contractor shall provide support for each joint exercise or wargame event, assist in the development, coordination, and management of the plan of action and milestones (POA&M) to track key actions and deliverable dates for each designated event's life cycle.
  • The contractor shall develop Master Scenario Events and implementers in the accomplishment of training objectives
  • Prepare, publish, distribute, and archive Joint Exercise documents as follows:
  • The contractor shall prepare for each joint exercise, manage the Joint Master Scenario Event List (JMSEL) to include: update and share the JMSEL database with exercise planners; oversee Master Scenario Events (MSE) development, monitor the overall JMSEL database during exercises; provide JMSEL technical support to users and provide recurring training for JMSEL users and Trusted Agents.
  • The contractor shall develop and coordinate for each joint exercise, develop specific Time-Phased Force and Deployment Data (TPFDD) using the Joint Operation Planning and Execution System (JOPES). For specific requirements refer to the 'Exercise Specific Responsibilities' section of the Standing Time-Phased Force and Deployment Data (TPFDD) Letter of Instruction (LOI), Supplemental Instructions to Joint TPFDD LOI published by USSPACECOM/J4.
  • The contractor shall use the USTRANSCOM Single Mobility System - SMS (SIPRNet URL: https://sms.transcom.smil.mil ) to provide estimates of Joint Exercise Transportation Program (JETP) Commercial Ticket Program (CTP) costs for each specified exercise. Assist in developing the local USSPACECOM/J7 SMS instruction and use it.
  • The contractor shall Modeling and Simulation (M&S) Support. Provide M&S integration and execution support, including supporting analysis, review, and assessment of key performance parameters and coordinating with appropriate system architects/engineers to resolve any issues or troubleshoot M&S tools being used and provide resolution to obtain the needed capability.
  • The contractor shall coordinate with internal and external customers/organizations during the planning phase to identify and implement an appropriate simulation architecture based on requirements and objectives of a given event. Contractor shall propose technical solutions and/or alternatives to requirements not currently integrated into a simulation architecture.
  • The contractor shall schedule, prepare, coordinate, and conduct database/event tests to check the functionality/interface of the event M&S with operational Command, Control, Communications, Computers, & Intelligence (C4I) systems
Experience and Skills

Required Experience:

  • Bachelor's degree or higher is required
  • Proficiency in Joint Exercise and Training processes
  • Proficiency in the Joint Operations Planning Process at CCMD and/or Component Command level highly desired.
  • Previous experience at a CCMD with requirements and budget experience is highly desired
  • Ability to identify and resolve challenges at a strategic level
  • Ability to brief/interactive with senior (GO/FLAG) level officer and senior civilians

In compliance with Colorado’s Equal Pay for Equal Work Act, the salary range for this role is $120,000 to $130,000; however, Sigmatech considers several factors when extending an offer, including but not limited to, experience, education/training, key skills, location and often contractual requirements.
